MPs will also have age, term limits, says presidential aspirant Kasibante

National Peasants Party (NPP) presidential flag-bearer Robert Kasibante has pledged to return the presidential term and age limit if elected.

Much as he advocated for two terms, Kasibante wasn’t clear on the age limit, saying once he assumes the country’s top office, his first task would be amending the Uganda Constitution to ensure that these are reinstated.

Kasibante was responding to JohnBosco Okoth, who asked him if he would return the age and term limits once elected.

During a rally in Jinja city's northern division on Wednesday, October 29, 2025, Okoth, a carpenter at Mafubira trading centre, said they didn’t want to have a president who would be short of ideas and still wished to lead them.

He cited the late Tanzanian former president John Pombe Magufuli, who came up with great ideas that led to its development.

“Our parliament erred to scrap both the age and term limit,” he said.

Despite the small crowd, Kasibante struggled to bring it to order while cheering Okoth, saying that once voted, this would be his initial task to handle.

He said the term limits would also apply to Members of Parliament to avoid turning the House into a business entity.

“When I come into power, my first task will be amending the Uganda Constitution and restoring a two-term limit which was pushed for selfish interests,” he said.

Retirement age to be revised

He also pledged to reduce the retirement age of civil servants to pave the way for young people who graduate annually to also take up the various offices.

Without stipulating the retirement age, Kasibante also promised to give shillings 200,000 to the unemployed youth and elderly.

“Age limit has to apply to the three categories because when shall our children occupy those offices. I am 36 years old, and Museveni has ruled for 40 years. I was born when he was already President. Now, I have come, but he doesn’t want to go,” he said.

He regretted how the current Constitution undermines democracy, citing the appointment of the Electoral Commission and court judges who were being appointed by the President.

As a result, these couldn’t independently execute their work, according to Kasibante.

“We must have independent entities responsible for appointing their line officers on merit, other than the president, who rewards them in turn for doing good for him. Just do me one thing, vote for me and leave the rest for me,” he said.

Free education and data

As his party suggests, he pledged free primary, secondary and tertiary education to enable peasants to also benefit from their taxes.

Being the digital era, Kasibante promised free data for people to ease their communication and also promote their businesses while transacting online.

He said many bodaboda riders were choking on loans as a result of motorcycle dealers imposing huge interests upon securing them, saying under his tenure, their cost wouldn’t exceed shillings three million.

He challenged the Government for looking on as dubious people continued cheating riders, saying they would be arrested.

Better roads, markets and hospitals

He said his focus would also be on building better roads, markets and hospitals for the people to enjoy their country.

Known as Maama wa Busoga, Kasibante didn’t mince his words and asked the Basoga to give him a chance as he promised to name First Deputy Premier, who is also the Minister for East African Affairs, Rebecca Kadaga, his Vice President.

RDCs will be scrapped

He made a stopover at Mailo-mbiri infront of Hared Petroleum, where he announced his move to scrap the Resident District Commissioners, their deputies and assistants.

These, he said, were duplicating the role of the Uganda police.

Instead, he said the majority of RDCs were acting behind the curtains to grab people’s land on top of looking on as Asians who own factories pay peanuts to locals.

“My government has already scrapped the slot for RDCs because they have caused mayhem on land matters, and I won’t tolerate them,” he said.

Regarding the huge number of legislators, he said this remains a burden to taxpayers as they part with a monthly sh46m on each, emphasising their reduction to one per district.

Also, he promised to cut the ministers' numbers, saying the government was spending a lot on them, together with the MPs and RDCs

“Just pray for me, once I win this race, all this money wasted on RDCs, the many MPs and ministers on fuel, salaries, buying them vehicles will be used to improve service delivery,” he said.

Fairer prices for sugarcane farmers

Sugarcane, being Busoga’s main cash crop among peasants, the presidential hopeful promised to set up a fair price for them to meet family basics.

That soldiers would be withdrawn from Lakes and remain in barracks with their key task of guarding border points, rather than usurping the roles of the fisheries management.
