Two suspected ADF recruits arrested attempting to cross into DRC

In a collaborative effort between various security agencies, two individuals suspected of affiliating with the Allied Democratic Forces (ADF) have been intercepted while attempting to cross from Uganda into the Eastern Democratic Republic of Congo (DRC).

Police spokesperson Fred Enanga says the operation, conducted by the territorial Police in the West Nile region, specifically Ayivu West Police, in conjunction with CMI (Chieftaincy of Military Intelligence), crime intelligence, ISO (Internal Security Organisation), and ESO (External Security Organisation), successfully intercepted the suspects at the Lia Immigration customs point in Arua on April 8th, 2024.

According to Enanga, the two individuals: Kwesa Isma,19 and Abdallah Sharif, 23, are residents of Busia district.

"They had been under surveillance as part of a recruitment cell in Busia and had been missing from their homes for several months, believed to have been undergoing radicalization" Enanga said during the joint security briefing at Naguru in Kampala on Monday, April 15, 2024.

He said that following their apprehension, the suspects were taken for further profiling to ascertain their involvement and intentions.

"It was revealed that they were planning to join ADF affiliates in the Eastern DRC, where they would undergo training and potentially engage in hostile activities against Uganda," Enanga said.
