President Yoweri Museveni has outlined priority areas for his next term in a 13-point re-election manifesto.
Launching the document at the Serena Kampala Hotel yesterday, Museveni said Uganda had achieved economic recovery and the next step was transformation into a middle-income country.
His target is a per capita income of $1,000, up from the current $500.
At the ceremony, the NRM secretary general also named several committees to coordinate President Museveni’s campaign, headed by vice chairperson Moses Kigongo. Museveni called for house to house campaign.
Among the priority areas are the expansion of the electricity supply to 3,800 megawatts and the construction of roads and railway lines.

Museveni, who is seeking re-election next year, said Uganda now had money to fund most of the dam construction for power generation. He said although electricity production rose from 60 megawatts in 1986 to 600 megawatts, this was still too little.
He said with the completion of the Bujagali power dam, electricity would rise to 900 megawatts, but his aim was to generate 3,800 megawatts from various dams, including Karuma, Ayago North, Ayago South and Nyagak power dams. Natural gas is also to be used for power generation.

On road infrastructure, Museveni said major roads are to be constructed and work on some has started. He also said every district is to get road equipment. “Because of contracts you end up paying four times more money than if the districts did the roads themselves,” said Museveni.
Kampala Divisions already have equipment, he noted.

He promised to fight bidders who stall work on infrastructure by suing in court after failing to win bids.
The existing railway line is the one from Kampala to the Kenya border, the one to Soroti and to Pakwach as well as the one from Kampala to Kasese.
However, the ones to Soroti and Pakwach and the line to Kasese are not working.
On prosperity for all through agricultural modernisation, the President said $60m had been secured for farmers through the National Agricultural Advisory Services (NAADS).

Another priority area is value addition for all agricultural products that are not eaten fresh. He said the products must be processed at the sub-county.
The foreign dignitaries who attended the launch included diplomats and politicians from Kenya, one of them being suspended minister William Ruto, who faces bribery charges back home. Ruto led a delegation from Raila Odinga’s ODM party.

Other guests included the envoys from South Africa, the Russian Federation, Cuba, Burundi, Egypt, The Sahrawi, Arab Democratic Republic, the DRC, Somalia, Syria and Sudan.
