On the third day, the NAM Summit in Kampala shifted gears to a meeting of ministers and heads of delegation as heads of state and government began arriving.

"Africa has always demanded and we continue to demand and continue to insist that Africa is being short-changed for not being a member of the UN Security Council. Seventy-five percent (75%) of discussions that take place in the Security Council is about Africa, but Africa is not available with a permanent representative in the United Nations and decisions are taken of Africa where they are not given the opportunity to express themselves. Africa is demanding two permanent seats on the UN Security Council with veto rights."

 ON UGANDA INFLUENCE 

"We [Uganda] do not intend to influence anything. We want to reach a position where all parties finally reach a consensus on the outcome of this conference so that it is amicable and finally something that everybody will take home and know that there was no manipulation or there is no influence of any particular country. We are giving every country the opportunity to make their views and thereafter we will have discussions and see how to have consensus on the controversial."

 ON GAZA CONFLICT 

"The issue of Israel and Palestine is not on top of the agenda. It was high on the debate by the senior officials that took place in the senior officials meeting but if you followed the trend by the speeches of the ministers now, it is something which they have discussed. By tomorrow, when the discussions are in place, then we would be able to tel exactly where that particular contentious issue has reached."

 ON ARMED CONFLICTS IN REGION 

"That will be addressed at the IGAD Summit, which will take place on Friday (January 18), when members of IGAD will come for an emergency IGAD Summit that will be at State House. Thereafter, there will be discussions on the ongoing issue between Ethiopia, Somalia and Sudan. I do not know why people keep bringing the matter of Burundi and Rwanda in this matter or the issue of Uganda and Kenya, because those are no armed conflict. Those are trade conflicts. Let us separate trade conflicts and armed conflicts."

'Full house'

Let's turn back to that media briefing conducted by Uganda's foreign affairs state minister Henry Okello Oryem.

Providing a summary of the ministerial meeting opening ceremony, he says that foreign affairs minister, Gen. (rtd) Jeje Odongo is currently chairing the various ministerial sessions being conducted behind closed doors.

"Statements are being made by different countries," Oryem tells reporters.

"We have a full house of ministers of foreign affairs of the members of NAM, and they will be giving statements throughout the day until tomorrow, and we hope that tomorrow they will be able to pass the final declarations and the outcome documents."

That will lead into the official summit for heads of state and government, which starts on Friday (January 19).

"Everything is going on smoothly. We hope that the rest of the day and tomorrow things will remain the same. But if there are any fundamental changes, we will be able to pass them on to you [media]," says Oryem.

Minister Oryem, briefing reporters now, says it is a "full house of foreign affairs ministers" at this ongoing NAM Summit in Uganda's capital Kampala.

He says the ministerial deliberations are going on "smoothly" behind the closed the doors.

Asked about the issue of the ongoing conflict in Gaza, Oryem says it is not the key issue on the agenda but that it is a matter that is arising in the discussions.

'Young people expect unified voice'

In her conclusion, South African minister Pandor says the youth voice expect a "unified voice" on the collective interests of the Global South.

"The billions of people that we represent here today, especially our young people, expect us to project a unified voice and act together in the advancement and defense of the collective interests of the Global South. Whatever we do within NAM and the United Nations should always guarantee our people peace, security, prosperity and development.

"They expect our co-operation and solidarity to result in practical positive change that improves their material condition.

"We also need to continue to forge partnerships based on mutual respect with those outside of our movement as part of our commitment as NAM to build a better world — one which works equally for all."

SA urges international community on Gaza

In her remarks, Pandor also touches on the Gaza conflict, saying NAM should play "a leading role in the matter".

"We cannot ignore the plight of the people of Palestine. We are witnessing what we, as South Africans, believe is a genocide of unprecedented proportions. It is for this reason that our country has referred the situation in Palestine to the International Court of Justice, where we seek provision measures, including ordering Israel to stop its military campaign in Gaza.

"This also echoes calls made by many governments and people all over the world for an immediate comprehensive ceasefire and unhindered humanitarian access for the people of Gaza.

"We also call for the release of hostages held by Hamas.

"South Africa urges the international community to support with practical measures the establishment of a two-state within the Middle East, with Palestine and Israel living side by side in peace and security — this two-state to be based on the 1967 borders.

"It is our historic duty of international solidarity for us as the Non-Aligned Movement to play a leading role in this matter."

South Africa applauds Uganda

South Africa's Minister of International Relations and Cooperation goes on to say:

"In addressing regional and international security, chairperson, we should also be resolute in standing for the independence of all oppressed people, including the people of Western Sahara. 

"We should guard against the selective application of international law. There should be universal respect for human rights and fundamental freedoms. Human rights should not be used as a mere instrument of foreign policy by the most powerful of our globe.

"We applaud Uganda for identifying the achievement of the 2030 agenda and the implementation of the Sustainable Development Goals as one of its priorities of its chairship of the NAM.

"We are at the halfway mark before 2030 as the international community and we have made limited progress, with only 12% of the goals on course to be achieved. Collective determination is, therefore, needed among all states to cooperate to achieve this ambitious development agenda.

"All states should fulfill their obligations, in particular the rich developed countries that have made special undertakings in thise regard."

'UN Security Council should be expanded'

"As this Non-Aligned Movement, we should continue to advocate strongly for the system of global governance that is fair, equitable and has the capacity to respond to the needs of all countries and peoples. A system that is not just a tool for the most powerful countries of the world," says South African Pandor.

"These reforms include our belief that the UN Security Council is in need of urgent reform. Afterall, it has the unique mandate for the maintanence of international peace and security.

"We believe that the UN Security Council should be expanded with urgency to include countries from Africa, Asia and Latin America as permanent members. 

"A reformed system of global governance and strengthened multilateralism will also allow us to address other major challenges, such as the scourge of terrorism, which today affects all parts of the world. We, as South Africa, condemn terrorism in all its forms and manifestations."

South African minister Pandor says: "This 19th summit comes at a time when the world is faced with multiple and complex challenges. The persistence of conflicts in various parts of the world, including on our very own continent Africa, sets back our development goals and reverses our respect and practice of human rights.

"This summit is, therefore, an occasion to reflect on our past and achievements and to chart a role for our movement to contribute to a more peaceful and prosperous world.

South Africa firmly believes that the Bandung Principles on which our movement was founded remain relevant today.

"These principles have been a guide to my country in its approach to peacemaking and peacebuilding in our region and beyond.

"It is South Africa's strong view that we cannot achieve a peaceful and prosperous world without reforming the system of global governance to make it relevant to the world of today.

"We also congratulate you, chairperson, on election as chair our meeting and further express our sincere thanks to the government and people of Uganda for the excellent arrangements made and for the hospitality we have enjoyed since our arrival.

"I am pleased as well, chairperson, to unusually congratulate you for having two women as the first speakers on this list. This is most unsual in Africa, and we thank you.

"We are also very pleased at the work that has been done by our officials and that they have reached consensus on the outcome documents.

"Chairperson, South Africa supports the five focus areas and Uganda's chairmanship of our Non-Aligned Movement. We thank Azerbaijan for the sterling way that they led the movement during the past three years of chairing it.

Namibia urges peace in Gaza

In her remarks, Netumbo Nandi-Ndaitwah continues:

"Your Excellencies, unilateral cohesive measures constitute an impediment to sustainable development for our member states and we must guard against such practices, including by further strengthening South-South, North-South Intra Anglo co-operation.

"Unilateral sanctions and suspension of certain countries from multilateral trade organizations, for example, undermine international co-operation and shared prosperity.

"At the same time, we must not forget the plight of the people of Palestine and Western Sahara. We, therefore, reiterate the call for the full implementation of relevant UN and AU decisions as well as respect of international laws and treaty obligations to realize those rights for self determination

"We call on Israel, a fellow of the international community, to end its ethnic cleansing military oppression, in other words, genocide in Gaza, in order for peace and stability to prevail and to ensure that humanitarian assistance reaches the hundreds and thousands that are injured and also about two million who are internally displaced."

'Complex global context'

The chairman invites Netumbo Nandi-Ndaitwah, Namibia's Deputy Prime Minister and Minister of International Relations and Co-operation, to make her remarks.

She says her delegation is grateful for the "warm hospitality" that they have received in Kampala, and welcomes minister Odongo's election to the ministerial meeting chairmanship.

She says this meeting is taking place in a "complex global context and that "in this regard, the Fundamental Bandung Principles should continue to guide our work".

"We must, therefore, continue to strengthen, advocate for consistent application of the UN Charter, which recognizes and promotes sovereignty, equality of all member states and respect for their territorial integrity.

"Your Excellencies, the elaboration of the Draft Final Outcome Document for the 19th NAM Summit affords us an opportunity to ensure or to reflect on the September 2024 UN Summit for the future in order to guide the NAM position in the negotiation for the summit.

This summit will be an opportunity for UN member states to strengthen global commitment towards the attainment for the UN Agenda for Sustainable  Development to address climate and diversification, to ensure food security and to realize the decolonization agenda, the reform of the UN system, in particular the Security Council, the increased participation of especially the women in peace processes," says Nandi-Ndaitwah.

Odongo elected chair of NAM ministerial meeting

Moving on, Uganda's foreign affairs minister Maj. (rtd) Jeje Odongo has been unanimously elected as the chairperson of the NAM ministerial meeting, and he duly takes his place to superintend the meeting.

"Thank you for your confidence and trust, and I believe that NAM will remain stronger," he tells the meeting.

"We have a lot of work ahead of us and thus, we should try as much as possible to remain within the limits of the times that have been indicated for us to make our interventions."

Odongo says Uganda's chairmanship will be anchored on a vision of 'A stronger and united NAM that contributes to a better world for all'.

The key areas of focus will include international peace and security, the fight against terrorism, humanitarian crises, human trafficking and drug smuggling, and Agenda 2030 and the Sustainable Development Goals (SDGs).

The Ugandan foreign affairs minister then invites the chair of the senior officials meeting, Amb. Adonia Ayebare (Uganda's Permanent Representative to the UN), to present their collective report.

Uganda's economic outlook optimistic - VP

Alupo delivers greetings from President Museveni to the delegates. She goes on to share highlights on Uganda's economy, saying the country's economic outlook is "optimistic" and that it is full of investment potential for everyone.

▪️  Uganda's $50 billion (sh191 trillion) economy enjoys market linkages within the $305 billion East African Community economy, the fastest-growing and most diversified economical bloc on the African continent.

▪️  Uganda is centrally located, providing access to the regional markets of the East African Community, the  Common Market for Eastern and Southern Africa (COMESA) and the African Continental Free Trade Area (AfCFTA) with over 55 member states.


▪️ Although starting from a very low base, Uganda has maintained a relatively stable and robust economic growth rate over the years and at an average of about 6.2% in the past 37 years.

▪️ Uganda's GDP per capita now stands at $1,100 (sh4,200). That is fast-rising and thus promising a sustainable market for local production and fast-moving consumer goods and services, making the country highly rewarding for foreign private investment.

▪️ On account of prudent macro-economic management, Uganda continues to enjoy a stable macro-economic environment characterized by low inflation, now at 2.6%, stable currency and high sustained growth.

▪️ Uganda's economic outlook is very optimistic. This is mainly because of the consistent support to the private sector through supportive policies that create a business-friendly environment.

▪️ Uganda  is part of the East African Community which has a population of over 300 million with a combined GDP of $305 billion. This offers a large market for exports within the region and a growing middleclass.

▪️ Uganda is a liberal economy with open trade policies and a liberal investment regime and all sectors are open for investment. The country allows free movement of exports and imports and free movement of capital with unrestricted transfer of dividends.

▪️ Uganda is a resource-rich country, which provides a signficant opportunity for exports and light manufacturing.

▪️ Uganda has a very generous incentive regime to ensure profitability for investment and business growth. This includes, among others, free land, service industrial parks and manufacturing zones available and cheap electricity to manufacturers, good transport network, tax holidays for those adding value to our raw materials and creating jobs plus other financial initiatives. These are detailed in our tax laws and investment call.

▪️ Uganda has gained competitiveness in recent years in a number of tradeable goods, including animal products such as beef and milk, agricultural products, especially coffee, tea, fish, sugar, fresh and processed food and industrial products such as cement, iron and steel products, light manufactured goods, etc.

▪️ Uganda has negotiated quota-free and tariff-free access to regional and global markets for investors to exploit.

▪️  Uganda has an 'Everything But Arms' trade deal with the European Union. Uganda has trade deals with China and India and investors can access all these markets by domiciling in Uganda.

▪️ Uganda has an excellent working and living environment. It is rated as the third-most welcoming country in the world and the fourth-best country in the world to visit. 


▪️ Uganda offers the lowest cost of living with excellent housing. Its flexible labour regulations provides a key advantage for companies investing in labour-intensive operations.

▪️ Uganda is the most open economy to foreign direct investment. There are no restrictions on ownership of investments, movement of capital or foreign exchange. The World Bank's data indicates that on average, net foreign direct investment inflows have exceeded $1 billion each year.

▪️ Uganda is a beacon of security in the region and investors can be sure that they will be safe in Uganda and that their property is secure.

▪️ Uganda has enjoyed political stability for nearly four decades and this provides certainty to investors. This has enabled uninterrupted business growth for a very long time.

Finally, the Vice-President urges the delegates to spare time and take guided tours around the country.

She says the presence of the various delegations at this summit is an "affirmation of the trust and confidence" they have in Uganda to take leadership of the forum of 121 member nations.

She says they are cognizant of the fact that this summit is coming at a time when there political, diplomatic, social and economic challenges exist, which are hindering "our individual and collective effort".

The challenges include climate change, food insecurity and energy price volatility.

Alupo says deeping co-operation in a mutually beneficial way is the sure way to create wealth and global affluence.

Museveni meets Egyptian investors

Meanwhile, on Tuesday, President Museveni held a meeting with a delegation of Egyptian investors at State House, Entebbe. The delegation was led by Dato Arshad Mahmood, who is the chairman of the International Investment Consortium Inc.

The consortium is a global design and finance investment consortium that is driving economic growth across the planet.


During the meeting, according to a statement by the President's press team, Museveni emphasized to the delegation the crucial link between business success and robust infrastructure such as roads, railways, and water systems.

He also highlighted Uganda's wealth of raw materials, including diverse agricultural products, abundant electricity, and ample capital. 

The Ugandan leader emphasized the country's need for entrepreneurship to capitalize on its abundant resources and favourable weather conditions.

And just like he did in his message to the East Africa Trade and Investment Forum the same day, Museveni showcased the vast market opportunities, boasting a population of 46 million Ugandans, 300 million East Africans, and access to a potential 1.5 billion consumers across Africa through the Continental Free Trade Area (CFTA).

He further assured the Egyptian investors of existing trade arrangements with major partners, including China, the European Union, and the United Arab Emirates.

And he did not stop at that. He also highlighted Uganda's commitment to facilitating business, the President also affirmed that all necessary infrastructure, such as roads, electricity, and water, is either in place or under development.

“The infrastructure such as roads, electricity, water, among others helps to connect the producer of the good or service to the consumer. Now all these are in place or are being put in place here," he said during a meeting also attended by his state minister for investment and privatization, Evelyn Anite.

📝 Day three programme

It is going to be a packed programme, with the NAM summit set to shift gears to the ministerial meeting.


▪️  To begin with, the ministers and heads of delegation will be arriving at the meeting of foreign ministers between 8:30am and 9am.

▪️ The opening ceremony of the NAM ministerial meeting will get under way half an hour later.

- Jeyhun Bayramov, the foreign affairs minister of Azerbaijan and current chair of the NAM, will address the meeting.

- Uganda's Vice-President Jessica Alupo will then deliver the welcoming address.

▪️ The programme has squeezed all that into one hour. So, at 10:30am, the plenary session of the ministerial meeting will begin. This will be behind closed doors.

- Here, the agenda of the meeting will be adopted.

- A report by the chair of the senior officials meeting — that is, Amb. Adonia Ayebare —  will be presented.

- Then there will be an interactive session for the ministers and heads of delegation.

Hello everyone, we are back for yet more text coverage of the 19th NAM Summit that is entering a third day here in Uganda's capital Kampala.

We panned our attention yesterday — the second day (Tuesday) — to the sidelines of the summit, where a first ever East Africa Trade and Investment Forum was officially opened at Kampala Serena Hotel by Uganda's Vice-President Jessica Alupo, who represented President Yoweri Museveni.

Meanwhile, at the Speke Resort Convention Centre in Munyonyo, where the summit is being hosted, the NAM senior officials preparatory meeting chaired by Amb. Adonia Ayebare (Uganda's Permament Secretary to the UN) continued into another day.

Here, the officials, grouped into two committees (one political affairs and another on economic and social affairs) held respective discussions on the Draft Final Outcome Document.

These meetings were closed off to the media.


As per the schedule, there was meant to be a plenary session of the senior officials' meeting for the adoption of the outcome documents for the ministerial meeting and the closing ceremony.
    - The two committees of the senior officials' meeting would deliver their reports
    - The outcome documents would be endorsed
    - The senior officials' meeting report would be adopted
    - The provisional agenda and programme of work of the ministerial meeting would also be adopted

After there, the senior officials' meeting would be closed.
