Why Mao wanted Gen. Saleh appointed Karamoja minister

In 1996, when Saleh was based in Gulu, advising the president on ending the Joseph Kony insurgency, Mao and Betty Bigombe vied for MP, Gulu municipality.... Once Mao was declared the winner, Bigombe’s supporters ranted that Mao received secret funding from Saleh at Acholi Inn.
