'Vote leaders who work with Museveni for better services in Kampala'

According to Namayanja, Kampala’s progress depends on leaders who support government programmes rather than those who oppose them for political gain.

Leaders who can work hand in hand with President Yoweri Museveni will ensure the delivery of better services in Kampala, city residents have been told. 

Therefore, they have been urged to prioritise voting for such leaders come the 2026 General Election.  

National Resistance Movement (NRM) deputy secretary general Rose Namayanja Nsereko was speaking during the launch of the NRM’s home-to-home grassroots mobilisation strategy in Rubaga division, and Kampala Central on  November 11, 2025.

According to her, Kampala’s progress depends on leaders who support government programmes rather than those who oppose them for political gain.

“If you vote for a leader who only abuses the President, you can’t achieve anything. They are the same people who pocket sh55m from Parliament, yet they are fighting the Parish Development Model (PDM), which is helping many out of poverty. They enrich themselves as you, the voter, remain poor,” she said.

The event was attended by NRM leaders and party structures from the village to the district level, along with all party flag bearers.

Namayanja urged supporters to safeguard what she described as “the gains of peace and development” brought about by the NRM government.

“We want to win Kampala, Buganda and Uganda this time round with a landslide victory. Protecting the gains is very key because Kampala and Uganda are not what they were before. And this is all because of the peace that President Museveni and NRM brought,” she said.

She noted that while the NRM may not have achieved everything it set out to do, its impact is visible in critical sectors such as infrastructure, health, and education.

“By the time NRM came into power, Kampala was full of dust, but today nearly all roads have been tarmacked. The city now has two referral hospitals, Kiruddu and Kawempe, and other health units that have helped to decongest Mulago National Referral Hospital,” she said.

Namayanja also highlighted improvements in education and public health, citing the elimination of the six killer diseases that once dominated school syllabuses and the rise in school enrolment under the Universal Education Programme.

She revealed that President Museveni had approved a significant increase in funding under the Parish Development Model for Kampala, from sh100m to sh300m per parish. She said the government also plans to create a special fund to help unemployed graduates start small businesses.

“We need to liberate Kampala back to NRM. The opposition is already with us, like the Democratic Party (DP) and Uganda People’s Congress (UPC). Other parties like the Forum for Democratic Change (FDC) are fighting over colours, while the National Unity Platform, which is just one year old, already has two breakaway factions,” she said.

She also explained that the new mobilisation drive is focused on strengthening NRM’s presence at the grassroots, saying real political influence begins in the villages.

“The votes are not at NRM headquarters, districts, sub-counties or parishes, but at the village level,” she said, adding that village structures will lead the hunt for votes because they know every household and their challenges.

Kampala, she acknowledged, has over the years been dominated by opposition parties, but the NRM intends to change that through direct engagement with residents.

State House Comptroller Jane Barekye, echoed Namayanja’s remarks, calling village leaders the “foot soldiers” in implementing government programmes.

“Village structures are the foot soldiers of the party, and they must follow up on all government programmes to ensure people benefit,” she said.

NRM National Vice Chairman for Kampala, Uhuru Salim Nsubuga, said the new mobilisation strategy is designed to strengthen the party’s presence and visibility at the grassroots.
