KAKUMIRO - Harriet Tibulihwa Ssale Abwooli has set her sights on the Kakumiro District Woman Member of Parliament (MP) seat occupied by Prime Minister Robinah Nabbanja.
After being officially nominated by the Electoral Commission (EC) district returning officer, Honest Baguma, as an Independent Candidate for the seat on Wednesday, October 22, 2025, Abwooli pledged to unite the residents.
Outside Kakumiro District EC offices, the atmosphere was filled with ululations, dancing, and chants of “Time for Change!” as supporters clad in yellow and white gathered early in the morning to witness her nomination.
Speaking moments after her nomination, Tibulihwa reaffirmed her commitment to unite Kakumiro and revive community trust in government development programs.
“My mission is simple: To bring people together and ensure that government initiatives truly reach our communities,” she said.
“Our district deserves better service delivery, accountability, and leaders who listen.”
National Resistance Movement (NRM)-leaning Abwooli, who was nominated after Nabbanja, said her decision was not a rebellion against the ruling party, but rather an act of courage and commitment to fairness. Nabbanja also belongs to the NRM and is the flag-bearer in the race leading to the 2026 General Election.
“The NRM primaries were marred by malpractice, dishonesty and favouritism,” Tibulihwa said.
“I chose to stand independently so that the people of Kakumiro can have a fair, transparent, and accountable choice at the ballot.”
“I have been an NRM supporter all my life, but I believe in justice,” said one elderly woman at the nomination grounds."
Nabbanja pledges
After her nomination on the same day, Nabbanja, who was accompanied by Venercious Turyomunsi, as the proposer and Naggawa Philly Mbazira as the seconder, among other supporters, lauded Kakumiro residents for the unwavering support since 2011 when she was elected Woman MP.
Nabbanja also saluted President Yoweri Museveni for the trust and mentorship. She promised to champion the implementation of the NRM manifesto that seeks to protect the gains and make a qualitative leap into the higher middle-income status for all Ugandans.
Transport state minister Fred Byamukama, who is the Bugangaizi West MP incumbent, was also nominated on the same day.
Byamukama pledged to focus on promoting and improving household income for his electorate, which is a key component of the NRM manifesto.
Meanwhile, Prof. George William Lubega, the NRM flag Bearer for Bugangaizi South constituency, was also nominated and promised to go by the NRM manifesto.
