Maj. Gen. (rtd) Mugisha Muntu has promised Ntoroko district residents what he is calling a permanent solution to persistent floods.
The Alliance for National Transformation (ANT) flag-bearer says once elected president of Uganda, he will facilitate residents to build elevated, flood-resistant housing for affected communities.
Addressing voters at Karugutu town council in Ntoroko district on January 08, 2026, Muntu said there is a need for a permanent solution by the Government to make these areas habitable due to the increasing population rather than just relying on temporary methods of resettlement plans where the majority lose their ancestral lands permanently.

“We want a government which plans ahead for its people. As ANT, we do not want people to rely on empty promises when the Government in power fails to implement National Development Plans drafted for the next 50, 100 or 200 years,” he said.
We had landslide victims in Namisindwa district crying for compensation, some were in Bududa district and Manafwa with similar challenges. There have been similar promises to the people of Kasese district, and there has never been a long-lasting solution to such a problem, he added.
“The population of Uganda is increasing, and it is projected at over 100 million people in the next 24 years ending 2050. A government which has failed to put drugs in the existing health facilities in the country when the population is only at 45 million people should not be trusted with power after 40 years of the ruling National Resistance Movement (NRM) government,” he said.

He added that when trusted with power on January 15, 'we shall first clean the corruption that has caused stagnation in the country under the watch of President Yoweri Museveni, who warned the Inspectorate of Government to proceed with lifestyle audits to apprehend the corrupt'.

Muntu challenged on corruption fight Amos Twinamatsiko, a resident at Nyahuka central ward in Nyahuka town council in Bundibugyo district, challenged Muntu on the corruption fight saying it has taken deep roots and can’t be uprooted.
“While you were still the army commander, corruption existed. Would you have turned against President Museveni if he did not replace you as the Chief of Defence Forces (CDF)? Why didn’t you come out when you were still eating?” Twinamatsiko asked.
Muntu responded, saying, I have never been corrupt, and that’s why they have never brought any evidence against me regarding corruption in the army or public service. I arrested many military officers who were corrupt, and I am the one who streamlined the accountability systems in the ministry of security and defence currently existing.

Cocoa growing industryMuntu promised to woo investors to construct cocoa processing factories in Uganda to boost the country's cocoa industry, which is currently dominated by raw exports.
Muntu, while addressing voters at Nyahuka central ward, Nyahuka town council in Bundibugyo district, Muntu said this shall be done after the ANT government has organised all cocoa farmers into strong co-operatives that can ably negotiate good prices from the international markets.
“Through these co-operatives, we shall be able to invite foreign investors on our own terms and policies which shall be guiding all farmers in the country to guard against price fluctuations and quality control,” he said.

Uganda is the leading cocoa producer in East Africa, with annual production estimated at over 44,450 tonnes, mostly from Bundibugyo district. However, most of the cocoa is exported unprocessed, depriving the country of potential revenue.
“Selling cocoa beans, which are not processe,d has left you in poverty because those who sell it to foreign countries earn more money than you,” he added.
When you trust me, we shall ban export of cocoa beans and only invite foreign investors who can accept to give you shares in their own companies and negotiate collective prices to guard against exploitation of locals.
Muntu plans to change this by establishing cocoa processing factories, which will focus on primary and secondary processing to produce quality fermented, dried, and clean cocoa beans, cocoa liquor, cocoa powder, and cocoa butter.

With fighting poverty on Muntu’s agenda, he promised to provide cheap credit facilities to the business community dealing in agro processing, farming and manufacturing.
