JINJA - The Police has given the green light for the long-awaited homecoming and thanksgiving ceremony of First Deputy Prime Minister and Minister for East African Community Affairs Rebecca Alitwala Kadaga.
In a letter dated September 17, 2025, signed by Okoshi Simon Peter on behalf of Inspector General of Police (IGP) Abas Byakagaba to Peter Kisambira, the chairperson of the event's organising committee, it was cleared but under strict security restrictions and tight conditions.
Earlier, the event was first scheduled for September 17, but was later rescheduled to today, September 19, beginning with a mini rally at Busoga Square, which was later transferred to the National Agricultural Showgrounds in Jinja city and the main function at Kamuli municipal grounds.
“... Abide by the guidelines to ensure that law and order prevail,” the letter read.
The guidelines, they include securing the necessary clearance from the management of the venues as well as local authorities in advance and providing proof of the regional police commanders of Kiira (Jinja) and Busoga North (Kamuli).
Others are to liaise with the respective district security committees and harmonise security arrangements for the activities, ensure that all aspects of public order are observed and put in place strict measures for public health and safety.
Lastly, the venue of the Jinja event should be moved from Busoga square to the National Agricultural Showgrounds, while copies were served to the respective regional Police commanders.
No processions
While clearing the main functions, Police have banned all processions, motorcades, and street marches that had been planned by some of Kadaga’s supporters as part of her celebratory welcome.
“There must be no procession as this may interfere with the normal traffic flow and other routine businesses along the routes that lead to Jinja city, outside and also along Jinja-Kamuli highway,” the letter reads.
“The event is cleared to proceed only at the designated venue of Busoga Square, where the minister is expected to address a mini rally and later go to Kamuli Municipal Grounds where the main event will be held,” the letter stated.
While briefing the media on Thursday, Sept 18, Kiira region Police spokesperson James Mubi said the Police were there as security to ensure public safety and order.
Mubi warned that any groups or individuals who defy these directives would be handled in accordance with the Public Order Management Act.
“We expect the supporters and event organisers to co-operate, we want to ensure that everyone is safe by abiding because we expect business to remain normal and avoid any acts that could incite violence or confusion,” he said.
