The National Unity Platform (NUP) leadership on Monday, March 24, 2025, met with the Electoral Commission (EC) to discuss the delayed gazettement of Counsel Erias Luyimbazi Nalukoola.
The NUP delegation was led by party Secretary General David Lewis Rubongoya, alongside Nalukoola, the MP-elect for Kawempe North, and lawyer George Musisi.
The meeting was chaired by EC chairperson Justice Simon Byabakama, with principal public relations officer Paul Bukenya among other officials.
Shortly after the two-hour closed-door meeting at the EC offices in Industrial Area, Kampala, Bukenya assured reporters that the gazettement process was still on course and being handled.
Nalukoola was declared the winner of the Kawempe North parliamentary seat on March 13, 2025, in the early hours of the morning. However, under Section 58 of the Parliamentary Elections Act, the returning officer has seven days to submit a report to the commission after an election. The EC then has 48 hours to publish and gazette the results.
Rubongoya said the meeting with the EC was necessary due to growing public concern over the delay in Nalukoola’s swearing-in.
"Ugandans are wondering why it has taken so long for Nalukoola to be sworn in. In most by-elections, it takes only a few days for candidates to be gazetted. We came to the EC because we needed answers about the delay," Rubongoya said.
He further revealed that during the meeting, the EC confirmed that Nalukoola’s documents had been forwarded to the Uganda Printing and Publishing Corporation (UPPC) for processing.
Election results
On March 13, Nalukoola was declared the winner of the Kawempe North parliamentary by-election with 17,764 votes. His closest rival, NRM’s Faridah Nambi, secured 8,593 votes. Other candidates included FDC’s Sadat Mukiibi (239 votes), DP’s Henry Kasacca Mubiru (100 votes), and PPP’s Ismail Musiitwa (39 votes).
Additionally, Muhammad Lusswa Luwemba garnered 240 votes, Hanifah Karadi Murewa 381 votes, Muhamood Mutazindwa 186 votes, Moses Nsereko 32 votes, and Stanley Edward Maitum Engena 22 votes.
