When the NRM mobilisers urged to boldly explain 'protecting the gains' slogan National Resistance Movement (NRM)'s presidential flag-bearer set out to seek re-election, the political party decided to run the campaign under the theme: Protecting the Gains, Making a Qualitative Leap into High Middle-Income Status.
According to Museveni, the theme means that his re-election means that Ugandans will be defending the gains of peace, unity, and development in the country under his rule.
Now that the incumbent President is expected to be in Kasese on December 4, 2025, for a rally, ICT and national guidance state minister Godfrey Kabbyanga Baluku has urged NRM supporters in the district and municipality to boldly explain the 'protecting the gains' slogan to their opponents.
Kabbyanga made the call on December 1, 2025, during a preparation meeting for the President's coming among the NRM Kasese mobilising teams at Virina Gardens situated in Kasese Municipality.
Kabbyanga reminded them to reflect on all the tremendous programmes the district has benefitted from the ruling government over the years, including a mega road infrastructure under the Uganda Support to Municipal Infrastructure Development (USMID) programme, elevation of health facilities, an increase in the number for both primary and secondary schools, enhancement of people's livelihoods, electricity, steady peace among others.
"You have a lot to talk about so that people will find immediate reasons to support the President for another political term," Kabbyanga said.
"Years back, we had less than 50 primary schools; now we have 260. Electricity is now in the mountains, the Kikorongo-Mpondwe road is being constructed, Kasese municipality is shining like London because of the USMID roads, copper mining in Kilembe has been revamped, and very many other projects have been implemented," he added.
Don't support independents
Kabbyanga also warned the mobilisers against supporting independent candidates, especially those who did not win the flag in the party primaries. Instead, he urged them to rally behind all NRM flag-bearers.
Code of conduct
Kasese district NRM chairperson James Mbahimba said they have strategically decided to expel party chairpersons at all levels who divert from the party's code of conduct, including supporting non-NRM flag-bearers.
