The Police in Hoima and Forum for Democratic Change (FDC) presidential flag-bearer have clashed over the campaign roadmap.
On his way to Buliisa district from Hoima city on October 8, 2025, Nandala Mafabi was stopped from using any shortcuts and strictly directed to use the main road.

The aspirant, who is also FDC secretary general, had intended to greet and interact with supporters along the route, but found all feeder roads in Hoima town sealed off by the Police. Several Police patrol vehicles were parked in the middle of the roads to block him from using alternative routes.
“You are not supposed to be here. You are supposed to go to Buliisa first; we shall welcome you when you return in the evening,” Hoima district Police commander told Mafabi, who insisted that his campaign roadmap allowed him to hold rallies anywhere within his allocated schedule.


At Kigorobya town council, on the way to Buliisa, Mafabi was again forced to campaign in the middle of the road, much like he did the previous day in Kagadi, as Police maintained barricades at several points.
After holding successful rallies in Buliisa, Mafabi’s convoy was again blocked from re-entering Hoima City. Police had cut off all access routes, insisting that he could only use the main highway. Mafabi’s team objected, arguing that the main route had few residents and that the candidate was “here to speak to people, not to roads.”
As a result, Mafabi was compelled to address supporters in the middle of the road at Owomukama and Kiryatete towns in Hoima city, where large crowds gathered amid the standoff.

He eventually stepped out of his vehicle and walked alongside his team, receiving cheers and chants from supporters as he made his way towards Mandela Stadium in Hoima City under the watch of heavily deployed security personnel spread across the city.
