APAC - On arrival at Boma Grounds in Apac town, Northern Uganda, during his presidential campaign trail, President Yoweri Museveni goes straight to greet Mzeei Yosam Odur Ebii, the former Lango Paramount Chief (Wom Nyaci).

He is seated in his chair, surrounded by a team of cultural leaders. He cannot stand up to receive the president due to health reasons, but he remains cheerful as the President waves at him.

The president remains standing for a while as he waits for his aides to come and receive instructions from him.

The President is told there are several elders attending the rally, including his former Old Boys at Ntare School, Dr. Alfred Alyai, a retired district health officer at Apac district and his former housemate.

The others are a retired army officer, Captain John Aman, who fought during the bush war and guarded President Museveni's mother, Esteri Kokundeka, Florence Akullo Ogwal Alim, a former secretary in the office of the then president, Dr. Apollo Milton Obote in the early 1980s, where President Museveni worked as a research officer and a close friend and  Joyce Otim, widow of the former bishop of Lango diocese, Melchisedek Otim, who became famous for promoting peace and reconciliation in Northern Uganda.

The president agrees to pose for a photo with the elders, who each had a word to share with him.

Apac is the home district of the first Prime Minister of Independent Uganda and twice president of Uganda, Dr. Milton Obote, who was born in Akokoro village.
During his address, the president presents to the people some of the recent achievements of the NRM in the district.

From his list, he says the government has put up 63 Universal Primary Education schools, seven Universal Secondary Education schools and one technical training school.

Other achievements are in the health sector, where at least 10 out of 12 sub-counties have a health centre, with plans to build in the two remaining sub-counties and also upgrade some existing ones.

The other he mentions is the Apac-Lira-Puranga 100.1km road, whose physical works are at 80%, plus the full reconstruction of Soroti-Dokolo-Lira-Kamdini 189.4km road, with plans to connect Dokolo- Amolatar.

Under the Parish Development Model (PDM), the president says Apac has so far received sh16.7b, and disbursed sh2.1b under the Emyooga programme.

“I implore the people of Apac to vote for NRM to protect and expand these and more gains,” he later states on his X account.

The president says money from oil revenues is expected to start flowing by next year, which he hopes will enable the government to provide more resources to improve services in districts like Apac.

"With this oil money, we shall be able to do all these roads and health facilities without having to cut from one project to do another," he says.  He also hands over flags to the party flagbearers.
