Ali was born on April 5, 1939, in Adjumani district. He went to Erepi Church of Uganda Primary School, Nyangilia Junior School, Namugongo Junior School, Old Kampala SS, Teso College Aloet, Camberly Staff College UK, Makerere University and the University of Wolverhampton.

He is married, a retired military officer and First Deputy Prime Minister. He has represented East Moyo County in Parliament since 2011.

Ali holds a degree in law from Makerere University and a diploma in legal practice from the Law Development Centre.

He obtained qualifications from military institutions in Uganda, Israel and the UK.

He was part of the 1971 squad that overthrew President Milton Obote and brought Idi Amin to power. Ali was appointed minister of finance and used his position to organise an Islamic charity. This garnered him a lot of popular support and also raised Amin’s suspicions.

He was promoted to the rank of lieutenant general on March 13, 2003, but lost both his parliamentary seat and his ministerial appointment in 2006.

In 2011, he regained his seat in Parliament and was assigned new Cabinet responsibilities. In the following year, Ali was promoted to the rank of General in the UPDF.
