Mbayo was born in the present-day Luuka district, on April 27, 1971.
She attended Bukitimbo Primary School, Wanyange Girls Secondary School and Modern Secondary School. Mbayo holds a bachelor of commerce degree.
She also holds a certificate awarded by the Institute of Chartered Secretaries and Administrators. She serves as the chairperson of the district women’s league in the National Resistance Movement and as secretary of the Busoga Women Leader’s Association.

2003-2006: Accountant at Lonrho Motors
April 2006 until August 2007: Accountant at Commercial Firms Uganda Ltd

February 2008-December 2010: Financial controller at Cooper Motor Corporation Uganda.
2016: Elected Luuka District Woman Member of Parliament
June 6, 2016: Appointed Minister for the Presidency, replacing Frank Tumwebaze.
She is married to George William Mbayo.
