Tinkasiimire was born on December 6, 1970.
After sitting for PLE at Butumba Primary School in 1986, he joined St John Bosco Seminary for O’level which he completed in 1989.
He went to St Andrea Kaahwa’s College for A’level, completing in 1992.
Tinkasiimire graduated with a Bachelor of Arts (Social Sciences) degree from Makerere University in 1996 and got a master’s degree in public administration and management from the same university in 2009.
He got a Bachelor of Laws degree from Pentecostal University in 2010.
In 2014, he got a postgraduate diploma in legal practice from the Institute of Legal Practice and Development, Rwanda.
Between 1996 and 2000, he was a project coordinator at African Evangelistic Enterprise.
From 2000-2005, he was an assistant chief administrative officer for Tororo district.
Tinkasiimire who has been an MP since 2006 is a member of the budget committee.
