Hoima, Kakumiro NRM registrars arrested over results mess

Albertine region Police say they are investigating two National Resistance Movement (NRM) registrars over alleged forgery and falsification of results in recently concluded party primaries for the parliamentary seat.

Region Police spokesperson Julus Hakiiza told New Vision Online on Thursday, July 22, 2025, that Police were holding Hoima district NRM registrar Joseph Kutegeka, 70, and his Kakumiro district colleague, Ngozaga Byaruhanga.

Kutegeka's arrest came after the Hoima district security committee convened a meeting on Saturday and resolved and instructed the Police to arrest him and his data entry officers.

Kutugeka is accused of declaring two candidates for the position of Hoima District Woman Member of Parliament. He first declared Wembabazi Beatrice Wembabazi aka Teacher Mammy as the winner with 19,598 (44.8%), but later announced incumbent Harriet Businge aka Baby Face as the winner with the same votes. 

He is also accused of declaring two candidates for the Bugahya MP seat. He allegedly declared Amlan Tumusiime and incumbent MP Pius Wakabi as winners. This caused protests from Tumusiime and Wembabazi.

Speaking in a phone interview, Hakiiza, said Kutegeka was transferred and is being detained at the Albertin Police region head offices located in Kijungu in Hoima city.

He added that Police arrested Ngozaga Byaruhanga on Monday over allegedly messing up the NRM primary election.

“I can confirm that we have the NRM registrar of Kakumiro and that of Hoima district on charges of falsification and forgery of results, but we are in touch with the Directorate of Public Prosecution (DPP) to guide on appropriate charges,” Hakiiza said giving more details.

However, Kutegeka on Friday last week defended himself, saying he made the declaration under duress.

“I saw violent people with stones. So, as an old man, I feared for my life, and I did what they wanted me to do.”
