NEBBI - Rt. Rev. Dr. Constantine Rupiny was consecrated and installed as the fifth bishop of Nebbi
Catholic Diocese on Saturday (February 22).

The colourful ceremony took place at the Nebbi Cathedral ceremonial ground.

The chief consecrator was Gulu Archbishop Raphael P’Mony Wokorach, who occupied the position until last year when he was appointed to the helm of Gulu Archdiocese.

Last November, the announcement arrived that Pope Francis had appointed Rupiny,
who is now 50, to fill up the vacant Nebbi seat.

“I want to appreciate Bishop-elect Constantine Rupiny for having accepted the will of God expressed by the choice His Holiness made of him," said Archbishop Wokorach on Saturday.

Vice-President Jessica Alupo represented President Yoweri Museveni at the ceremony.





The new bishop received a donation of a brand-new car from the President to use for his official work.

The Apostolic Nuncio to Uganda, The Most Rev. Luigi Bianco, was in attendance and was actively involved in the formalities.

Rupiny at a glance

A distinguished theologian and pastor, Rupiny brings decades of experience in ministry and academia to his new role as Bishop of Nebbi. 





Born on November 10, 1974 in Parombo, Nebbi Diocese, Rupiny pursued his priestly formation at Uganda Martyrs’ National Major Seminary in Alokolum (1996-1999) and St Mary’s National Major Seminary in Ggaba (2000-2004).

After his ordination on August 28, 2004, he served as the parish vicar of Kango from 2004 to 2005. 

In 2005, he became the first African parish priest of St Daniel Comboni Parish in Akanyo, a role he held until 2007.





Rupiny expanded his academic credentials by earning a Licentiate in Philosophy from the Pontifical Urbaniana University in Rome (2009-2011) and later a Doctorate in Dogmatic Theology from the Cardinal Stefan Wyszyński University in Warsaw, Poland (2018-2022). 

His research, including work on Alur customary marriage about the Catholic sacrament of marriage, highlights his dedication to integrating theology with cultural contexts.





His roles within the Church include;

▪️ Formator and professor at Uganda Martyrs’ National Major Seminary Alokolum

▪️ Vice-president of the priests’ Council of Nebbi (2017-2018)

▪️ Vice-rector of the seminary (January-September 2023)

▪️ Rector of the same institution since September 2023





Nebbi Diocese was created in 1996 from the Diocese of Arua in West Nile.

It morphed out of the Gulu Apostolic Vicariate, which dates back to 1923.

The diocese's history is rooted in the efforts of Comboni missionaries, catechists, and local leaders who nurtured the faith among the Alur people.

Newly-installed Bishop Rupiny has four predecessors.





From Wokorach (2021-2024) to Sanctus Lino Wanok (2011-2018), Martin Luluga (1999-2011) and John Baptist Odama (1996-1999).

During the absence of a bishop at Nebbi from 2018 to 2021, Msgr Emmanuel Odaga served as the diocesan administrator.
