Dr Charles Olaro, the Director General of Health Services at Uganda's health ministry, has been installed as the first Professor of Practice in Health Services Management at Clarke International University.
The installation took place during the university’s 16th graduation ceremony held at its campus in Bukasa, Kampala, marking a milestone for the institution as it integrates real-world health leadership into academia.
Olaro, a seasonal Ugandan surgeon and public health leader, brings more than 30 years of experience spanning clinical practice, institutional leadership, and national health policy.
His appointment signalled a growing recognition of the importance of bridging the gap between academic training and practical health system management.

Speaking at the ceremony, Chancellor Moses Galukande congratulated Olaro on the milestone, noting that his appointment as the university’s first Professor of Practice sets a precedent for integrating experienced practitioners into academic spaces.
Typically, the role is designed to bring seasoned professionals into teaching and mentorship, allowing students to benefit from practical insights and real-world experience in addition to theoretical training, and is expected to play a key role in shaping the next generation of health leaders in Uganda
Olaro holds a Bachelor of Medicine and Bachelor of Surgery and a Master of Medicine in Surgery from Makerere University, as well as a Master of Science in health services management and a Master of Business Administration.
He is also a Fellow of the College of Surgeons of East, Central and Southern Africa.
Throughout his career, Olaro has played a key role in shaping Uganda’s health services, combining frontline surgical experience with high-level policy and administrative leadership.
At the health ministry, he has been instrumental in guiding service delivery and strengthening health systems.
At Clarke International University, he has served in various roles, including as a member of the university governing council, contributing to institutional governance and strategic direction.
