KAMPALA - The Buganda Parliamentary Caucus says it is concerned over reports that the Balaalo are slowly finding their way into the region.

Caucus chairperson Muwanga Kivumbi Muhammad (Butambala County Butambala, NUP) says they will, therefore, mobilise the people of Buganda against the Balaalo infiltration into the region if they find that the report is true.

“We are following this development, and we will undertake to establish the truth,” Kivumbi said during an interaction with journalists at parliament on Monday.

He was accompanied by other caucus members, including Mukono district MP Hanifa Nabukeera, Mawokota South MP Yusuf Nsibambi, Busujju county MP David Kalwanga Lukyamuzi, and Ntenjeru South MP Patrick Nsanja.

“The Balaalo were chased from the north and are grabbing land in districts of Kayunga, Ntenjeru, and the greater cattle corridor. Whereas previously Buganda welcomed people of different walks of life because they have no space for accommodation, our hospitality should not be taken for granted by opportunists,” Kivumbi said.

Soon, he added, they are going to organize a fact-finding tour to establish the truth of the matter and later rally the people of Buganda against the Balaalo.

Recently, President Museveni issued an explicit order banning the settlement or any activities done by Balaalo pastoralists in northern Uganda.

Justice minister Norbert Mao reiterated this, saying that the people in Northern Uganda should not even think about the Balaalo as a problem.

He called the Balaalo undisciplined people. “According to the Executive Order of the President, the Balaalo are not a tribe, they are just undisciplined people. They were chased from Tanzania, and they keep rotating and they are everywhere,” he said.

Mao revealed that some of them are hiding their cows in fenced places, waiting to see what happens.

“This is not a debate about a tribe but about undisciplined people. And they are going. And we shall cultivate our land,” he said.
