Why works on sh118b 21km Northern Bypass never stop
Although it was supposed to be completed in two years (in 2006), work on the highway was finished in 2009, three years past the set completion date. As if the delay was not bad enough, the cost also shot up from sh80b to sh118b. The initial construction delivered a mixed-standard road.
