What makes Thomas Tayebwa outstanding

Those who are close to him say the Ruhinda North MP, Thomas Tayebwa, always wants to achieve so much in a very short period of time.

It is perhaps because of being so aggressive and ambitious in pursuit of achieving much in a small space of time that at only 41 years of age Tayebwa is already a Government Chief Whip and soon becoming the Deputy Speaker of Parliament which will make him the number five topmost important citizen according to the national order of precedence.

It was because of his aggressiveness and exceptional mobilization skills he demonstrated while contesting for Deputy Speaker within the NRM processes last year that President Yoweri Museveni appointed him Government Chief Whip which is a very lucrative and influential position admired by legislators.

Like  Among’s exceptional performance in the last 9 months has greatly impressed many, Tayebwa’s performance as Government Chief Whip has also been very exceptional. 

While meeting the NRM caucus meeting last week, President Yoweri Museveni said he is impressed by what Parliament is doing. Before the President spoke, Tayebwa, as chairman of the NRM Parliamentary Caucus, had assured the President that they have built so much unity and cohesion in parliament that no single NRM MP signed a motion that had intended to censure the security minister Gen. Jim Muhwezi.

When the process to censure Muhwezi was initiated by the opposition side in Parliament, Tayebwa swiftly mobilised NRM MPs and appealed to them not to sign the censure motion.

Since about 400 MPs including some independents of the 529 MPs subscribe to the National Resistance Movement (NRM), it is already a foregone conclusion that Tayebwa is the next Deputy Speaker of Parliament even before voting is concluded.

Tayebwa was born to Daudi Bangirana and Betty Komuhangi of Bitereko Village in Mitooma district on November 10, 1980.

The ambitious young politician graduated with a degree in Social Sciences at Makerere University in 2005 and in 2012 he completed a bachelor of law degree from the same university.

Tayebwa has been involved in various businesses, which has earned him a big network of key people in the business community and has also been serving on the Makerere University Council which is the top decision-making organ for the university.

Having been one of the traders who used to export goods to South Sudan, Tayebwa plays a key role in the 10th Parliament in ensuring that Ugandans who supplied goods to the government of South Sudan are paid their money.

Before joining the ruling NRM party, Tayebwa had been a member of the opposition Forum for Democratic Change (FDC) and in 2011 unsuccessfully contested for youth MP for the western region on the FDC ticket.

Since both Tayebwa and Among are former members of FDC, many are optimistic that the two leaders of Parliament will use their strong networks with the opposition to ensure that both the ruling NRM party and the opposition parties harmoniously work together for the common good of the country.

Like Anita Among, Tayebwa is very passionate about helping suffering ordinary citizens and therefore has undertaken many initiatives to help the suffering citizens including those who are not from his home region.

On November 25, 2022, during an event that was in the Parliament Conference Hall, Members of Parliament (MPs) from Lango rewarded Tayebwa with various gifts as a way of appreciating him for the charitable act he undertook of taking responsibility for Gloria Ayaa who was raped by her uncle at 12 years of age in 2019. During the meeting, the legislators from Lango one after another commended Tayebwa for having a heart that is committed to helping vulnerable Ugandans.

The Lango MPs gave Tayebwa gifts including a traditional hat, shield, spear, a goat, and odii to appreciate him.

Appealing to fellow legislators and other privileged Ugandans to help vulnerable Ugandans, Tayebwa, who is also a Rotarian, said he has so far taken the responsibility of educating 74 vulnerable children and that 27 of them are becoming doctors.

“My target is to educate over 500 vulnerable children. While supporting all these children, my projects have never been affected. I encourage more Ugandans to do the same,” Tayebwa stated.

Perhaps picking from the same script that Among uses, Tayebwa is a result-oriented leader. When he became Government Chief Whip, he convened several meetings with the chairpersons of Parliament committees and appealed to them to finish work given to them expeditiously and to do quality work.

When the Parliament Gender, Labour and Social Development Committee had delays in processing the NSSF Bill, Tayebwa summoned the committee chairperson and implored her to work expeditiously so that Parliament would be able to pass the Bill in response to the public demand.

In all the various meetings Tayebwa had with various stakeholders, he always reached on time and would admonish those who came late for such meetings.

It is therefore highly probable that since both Tayebwa and Among have passion to fight for suffering ordinary citizens and have traits of yearning and pushing for exceptional performance, the 11th Parliament will experience exceptional performance with Among as the Speaker and Tayebwa as the Deputy Speaker.
