The Vice President and Women MP for Katakwi district, Maj. (Rtd) Jessica Alupo, on Friday (June 07) closed the two-week induction training for the newly appointed Assistant Resident District Commissioners (ARDCs) and Assistant Resident City Commissioners at the National Leadership Institute (NALI), Kyankwanzi.
In her message, the vice president congratulated the assistant RDCs and RCCs upon their recent appointment by the President and urged them to safeguard Uganda's achievements.
"On this occasion, all Cadres need to be mindful about the journey Uganda has accomplished. Right from 1986; when the National Resistance Movement took power, the country has experienced momentous strides, initially undertaking the minimum recovery programmes that saw all the shattered sectors of the hitherto neo-Colonial enclave economy restored, after years of mismanagement and civil strife,” Alupo said on Friday.

She emphasized that commencing with the early 1990s, Uganda entered a phase of expansion and rapid growth, including the consolidation of the Democratic and Constitutional order.
Alupo added that the NRM cadres that economic sectors have since multiplied from the Colonial 3Cs and 3Ts that's: coffee, cotton and copper; tobacco, tea and tourism now to more areas of production such as sugar, palm oil, and livestock - mainly milk production among others.
"A vibrant service sector and most importantly a robust Industrial sector, heralding the dawn of value addition," she highlighted.
Alupo noted that the social services and Human Development sectors have expanded in leaps and bounds, needless to mention, the embracing of Universal Health Care, Universal Primary and Secondary Education and unprecedented expansion of University Education.
She said other areas that have experienced remarkable expansion include; physical infrastructure in terms of Roads Network and Electricity and Safe water coverage has equally expanded.
The vice president reminded the Assistant RDCs and RCCs, that Uganda is now entering a phase of real economic take off, with very Revolutionary Programs such as the Parish Development Model that strives to have participation development paths and targets to emancipate all households from low income brackets.
She also highlighted the tasks as listed in the national Vision 2040 envisaged to have a Transformed Ugandan Society from peasant to a modern and prosperous country within 30 years.
Cognizant of the above, Alupo said the office of the President recognizes this basic obstacle and chose that before you embark on your noble tasks, you first undergo Ideological Orientation.
Commending the organizers of the retreat, Alupo said, "After the two weeks training, all the Assistant RDCs and RCCs here must now be able to discern the enemy forces and the rightly allies of Uganda’s revolution but above all, you are now armed with the true knowledge of the correct answers to our problems."
She assured the newly appointed NRM cadres that they have now become part of the problem solvers and not problem causers.
She also asked the appointees to join the fight against corruption in their line of duty.
"As you go out watch out and steer clear of the cancer of corruption; parochial politics; do not involve yourself in unnecessary controversies aim at serving the common good above all keep yourself updated with the most current trends at the National, Regional and Global level," Alupo said.
She told them that cadreship is always about a deep understanding of issues; being able to articulate the issues and most importantly being able to walk the talk.
The vice president thanked the National Leadership Institute– Kyankwanzi and all resource persons who have imparted very useful knowledge to the participants.
Prime Minister Robinah Nabbanja who was present at the closing ceremony urged the Assistant RDCs and RCCs to be patriotic and work for the good of Uganda.
She advised them to serve diligently, stay focused and to emphasize teamwork as well as mutual respect with their colleagues.
Brig. Gen. Charles Kisembo, the Director of NALI cautioned the participants against indiscipline.
He told cadres that discipline is very important and that if they're indisciplined, nobody would tolerate them.
She said “I am very sure that as long-tested cadres of the National Resistance Movement, your appointment comes in handy and confirms that you are the right people to carry forward the cause of the NRM’s struggle for Socio-Economic Transformation, that aims at seeing Uganda attain the goal of a middle-income status in not a distant future. None of you made an application to be appointed. This means that yours are not simply jobs, but rather you are being recognized as a people already with a cause. Yours in other words is a mission to see Ugandans embrace the ideology of NRM that speaks to Patriotism; Pan Africanism; Socio-Economic Transformation and Democracy.”
