President Yoweri Museveni has appointed Victor Manzi to the position of Administrator General. Manzi, who has been in acting capacity in the position, replaces Charles Kasibayo, who was recently appointed the Resident Judge for the High Court of Uganda in Mbale.
Manzi also held the position of Deputy Administrator General.
The Administrator General is one of the key positions under the Ministry of Justice and Constitutional Affairs.
According to an internal memo seen by the New Vision and signed by Robert Kasande, the permanent secretary of the ministry, Manzi was recommended for a promotion to fill the vacant position of Administrator General.
“I am pleased to announce that His Excellency the President (Yoweri Museveni), in exercise of the powers vested in him under Article 172(1)(a) of the Constitution of the Republic of Uganda, and on the advice of the Public Service Commission, has directed the appointment of Mr. Manzi Victor, on promotion, to the position of Administrator General,” Kasande said in the internal memo.
Adding that, “I extend my heartfelt congratulations to Mr. Manzi Victor on this well-deserved advancement. It is a true testament to his dedication and professionalism.”
The establishment of the Administrator General is provided for under the Administrator Generals’ (Amendment) Act, 2021.
The Administrator General is entrusted with the management of the estates of deceased persons who die without leaving a will, or where a will has been left but disputes arise in the management or distribution of the deceased person’s property.
In addition, under his office, the Administrator General institutes legal proceedings in Courts of law against intermeddlers, fraudulent administrators of deceased’s estates, unscrupulous relatives and others for the recovery of the deceased’s properties from wrong hands.
The other functions include; distribution of properties of deceased persons to the beneficiaries of their estates, giving legal advice and arbitrating in succession matters to resolve conflicts and issuing Certificates of No Objection to persons intending to apply to Court for Letters of Administration as well as management of the interests or properties of children and persons of unsound mind, which come under the control of the Public Trustees in accordance with the Public Trustee Act.
The Administrator General sits in Kampala and is represented in each district by a Chief Administrative Officer (CAO).
