Uhuru appoints Mpungu as Kampala Central deputy mayor

Kampala Central Urban Council Mayor, Salim Uhuru, has appointed Hanipher Mpungu as his deputy.

Uhuru appointed her during the council’s second seating at Kampala Capital City Authority gardens. She was seconded by Olive Kitui and accepted by council members.

While addressing the council after the appointment, Uhuru told the councillors it was time for service delivery for the people of Kampala.

“We were elected by people who expect us to serve them. The people expect service delivery no more politicking,” he told the councillors.

He also called for good working relations between the political wing and the technical, urging them that there should be constant consultation, where there is a need.

According to the KCCA 2020 Act, as amended, the mayor appoints a councillor out of his council who should have qualifications that suit those of a Member of Parliament.

Section 10 of the KCCA Act gives the mayor powers to nominate his deputy. However, by show of hands, councillors, mainly those of the National Resistance Movement (NRM) endorsed Mpungu for the position.

At the same function, Uhuru appointed committee chairpersons and secretaries.

Those appointed as committee chairpersons included Henry Kasirye Kavuma for administration and human resources, Shelia Komugisha for education, engineering, technical services and physical planning, Kitui Olive Nina for gender, Hasifa Nambozo for internal audit, Afuwa Nalubega for public health and environment and James Kakooza for finance.

Appointed secretaries are Simon Peter Orengeje for physical planning and social works, Tusiime Maureen Kabananura for gender and education and Mbabazi Brenda Mugulusi for finance.

In her acceptance speech, Mpungu thanked councillors for entrusting her with the post and promised to promote unity among councillors from different political parties for a common goal.
