Two charged, remanded over illegal Wakiso evictions

WAKISO - Two suspects, Francis Kamya Kyeyune and Daudi Lwanyaga, were on Tuesday, December 2, 2025, arraigned before the Wakiso Chief Magistrate’s Court on charges of forcible land entry, malicious damage to property, eviction of bona fide occupants without a court order, destruction of crops, and theft.

The two were arrested in an operation conducted by the State House Anti-Corruption Unit (SHACU), working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

SHACU said in a statement that the duo joins three other suspects, Ibrahim Ssejjombwe, Allan Kyeyune and Joseph Musoke, who were earlier charged and remanded on similar counts.

"It is alleged that between January and October 2025, the accused persons, along with others still at large, falsely claiming to be bibanja holders, gathered a large group armed with pangas and sticks, violently entered and grabbed land situated in Block 314, Plot 846, Busiro, at Bukasa in Wakiso district, belonging to Dr Paul Biriibwa," SHACU’s statement said.

The statement noted that the suspects reportedly destroyed numerous properties on the land, including workers’ residential houses, animal shelters for cattle, goats and pigs, a wall fence, water tanks, trees, coffee and banana plantations, cameras, solar systems and a 40 ft container.

Further investigations revealed that the accused had no evidence or documentation supporting any lawful claim to the land and had never been in occupation or possession of it.

SHACU added that the complainants had occupied the land for more than 20 years and held a valid land title dating back to 2001. The accused are also alleged to have carried out the destruction without any court order. 

They were remanded until Wednesday, December 3, 2025, for their bail hearing.
