The suspects include Julius Tayebwa, the principal assistant secretary for finance and administration; Steven Nzogi, the commissioner for internal audit; Duncan Mugumya and Patrick Apecu, both principal economists in the planning unit; and Safina Kisu, the commissioner for health education and training.
