As the 2025 Primary Leaving Examinations (PLE) officially begin on Monday, November 3, the Bishop of Rwenzori Diocese, Reuben Kisembo, has called on pupils, teachers, and parents to uphold integrity and avoid all forms of examination malpractice.
Speaking to journalists on October 31, 2025, at his office in Fort Portal, Bishop Kisembo urged candidates to trust in their preparation and rely on God for guidance rather than resorting to dishonest means to pass.
“Examinations are a test of individual effort and discipline. Cheating not only undermines the education system but also erodes moral values,” Bishop Kisembo said.
The Bishop further appealed to school administrators and invigilators to remain vigilant and ensure a fair and transparent examination process. He noted that the growing cases of exam malpractice across the country threaten the credibility of Uganda’s education standards.
“When we condone cheating, we are destroying the very foundation of our nation’s future,” he emphasised.
The Bishop urged the Uganda National Examinations Board (UNEB) and security agencies to intensify efforts to eliminate examination malpractice and ensure that those involved face severe punishment.
“This is part of the corruption scandals which are eroding the moral fabric of our country,” he said. “Examination malpractices must be condemned in our country at all levels,” he added.
To emphasise his point, the Bishop referred to the book of Matthew 18:6, in which Jesus said that if anyone should cause one of these little ones to lose faith in Him, it would be better to have a large stone tied around his neck and be drowned in the deep sea.
The Bishop expressed concern that exam malpractice not only undermines the credibility of the country’s education system but also produces graduates who lack integrity and the ability to compete fairly.
“Let us cultivate a culture of integrity in every school and home,” he said.
This year, more than 800,000 pupils across Uganda are set to sit for the PLE. UNEB has assured the public that all necessary precautions have been taken to ensure a smooth and credible examination exercise.
