Presidential advisor Nadduli pleads for Luwero chairperson's car release

Presidential advisor Hajj Abdul Nadduli has pleaded with the Luwero Police to release the district LC5 chairperson's car, which they impounded last week.

Luwero chairperson Erasto Kibirango is currently using public means to commute to his office after his official double-cabin pick-up was impounded on October 14, 2025, over allegations that he had used the Government-registered car during a political procession and rally for National Unity Platform presidential flag-bearer Robert Kyagulanyi.

Kyagulanyi had campaigned in the region the previous week.

According to the Savannah Regional police spokesman, Samuel Twineamazima, the vehicle is under investigation over alleged misuse by the chairperson.

Twineamazima last week said Kibirango was found using the government vehicle during a political procession and rally for the NUP presidential aspirant, Robert Kyagulanyi.

However, Nadduli on Tuesday, October 21, said the Police move was too harsh and that the 'slight mistake' only deserved a caution, urging the Police to release the chairman's car.

Nadduli, who has already discussed the issue with Police leaders in the region, said the move by the Police was not only 'over-punishing' the district chairperson, but was denting the district's image.

"Luwero district holds a special position in the country. It hence creates a bad image if the chairperson is seen commuting in a taxi," he said.

Before being deprived of his car, Kibirango was summoned and interrogated at the Savannah regional CID directorate in Luwero, where a charge of abuse of office was preferred against him.

According to a letter from the Savannah police regional CID director, Frederick Wetaya, Kibirango, violated Section 28 (1) and (4) of the Presidential Elections Act, cap 179, which prohibits the use of public resources for partisan political activities.

Wetaya's letter dated October 14, directed Kibirango to report with his government car registration number LG0066-068 and his official driver at the Savannah Regional CID directorate in Luwero town where the vehicle is currently being impounded.

Twineamazima said the vehicle was seen in Busika town council, Zirobwe town council, Kikyusa town council, and Kamira town council in Luwero, before proceeding to Kalungi Playground in Nakasongola district, where Kyagulanyi's main rally took place.

"Following the incident, a formal case of misuse of government property has been registered. Photographic evidence has been collected, witness statements have been recorded, and the vehicle in question has been impounded and is currently held at the Luwero Central Police Station yard," reads the Police statement.

"Further investigations are ongoing as the Police continue to gather information."
