Police pursuing ex-DPC over desertion, expatriation

Police say they are actively pursuing former district Police commander (DPC) Samuel Ebwang, who allegedly deserted and reportedly relocated to a foreign country under unclear circumstances.

Addressing journalists on February 10, 2025, at the Police headquarters in Naguru, Kampala, Police Spokesperson, Rusoke Kituuma, confirmed that Ebwang failed to follow proper exit procedures from the force.

“With certainty, I can confirm that he deserted. He did not submit his resignation letter or formally apply to leave the Force. He is a deserter,” Kituuma said.

The former officer’s departure has sparked numerous allegations online, including claims about a significant lifestyle change and a possible gender conversion.

“When he was last here, he was a male. There are allegations now that he was converted into a female. Until we arrest him on allegations of desertion and establish the gender, we cannot confirm those claims,” Kituuma added.

Ebwang previously served as DPC in Wandegeya, Nsangi, Buyende and Koboko. Reports now suggest that Ebwang is living in Australia.

The Police have emphasized that the investigation is primarily focused on desertion, with other claims treated cautiously.

“Our priority is to establish the facts surrounding his departure and whether any laws were broken,” Kituuma stated.
