Police have issued guidelines to ensure public safety during the festive period.
Speaking at the Police headquarters in Naguru, Kampala, on Tuesday, December 10, 2024, Police Spokesperson Rusoke Kituuma outlined the measures and warned against non-compliance.
Peaceful celebrations
Kituuma has assured the public that the Police are fully prepared to manage the festive season’s security challenges.
He noted that the period is often marked by heightened celebrations, alcohol consumption and large gatherings, which increase the risk of incidents such as fights, assaults, domestic violence, burglaries and break-ins.
“To enhance community security, we urge the public to embrace the neighbourhood watch initiative, which focuses on vigilance, connectedness, and information sharing,” Kituuma said, highlighting the importance of collaboration between the police and local communities.
Fireworks regulations
Highlighting the surge in fireworks displays during the festive season, Kituuma detailed strict regulations:
▪️Entities such as hotels, entertainment centres, and places of worship must seek permission from the Inspector General of Police (IGP).
▪️ Approved applicants must advertise their permissions in both print and electronic media.
▪️ Fireworks displays are limited to a maximum of five minutes.
▪️ Materials must be purchased from licensed vendors and stored under police supervision.
▪️ Fireworks must be handled by licensed experts and approved by local police commanders.
“Violators, such as those exceeding the five-minute limit, will face serious consequences,” Kituuma warned.
Music and entertainment events
Addressing event organizers, Kituuma stressed the importance of obtaining clearance from the IGP and other regulatory bodies like city authorities and the National Environment Management Authority (NEMA).
Event organisers are required to:
▪️ Ensure venues do not exceed their capacity limits.
▪️ Avoid flammable materials and glass bottles, which could be weaponized.
▪️ Plan events in coordination with local security committees to meet safety requirements.
“Unapproved events will be shut down, and organizers will be held accountable for endangering public safety,” he added.
Safety at prayer sessions
Kituuma also addressed security at religious gatherings, including night prayers and mountain prayer sessions, urging organizers to collaborate with security agencies to ensure worshippers’ safety.
Heightened travel monitoring
The Police noted increased movement during the festive season, with people travelling for family visits, holidays, and events.
Kituuma said operations have already been stepped up to curb traffic offences, including reckless driving and drunk driving.
“Drivers under the influence of alcohol will not be spared,” he cautioned.
“No phone call or influence will save you. If arrested, expect to be detained, even on Christmas or New Year’s Day.”
Strict traffic law enforcement
The Police will focus on:
▪️ Drink driving.
▪️ Drivers with expired or no licenses.
▪️ Speeding and reckless driving.
“We urge the public to plan their journeys early and avoid last-minute rushes that lead to traffic violations,” Kituuma said.
