Speaker of Parliament Jacob Macksons Oboth has assured the nation that the 12th Parliament will focus on public expenditure tracking to ensure that government funds are used for their intended purposes.
In his communication to the House ahead of the 2026/27 budget presentation this afternoon (June 11, 2026), Oboth said the monitoring will be done through the various parliamentary committees to ensure that public funds are used for the purposes for which they are intended and in line with approved work plans.
Oboth said legislators had taken President Yoweri Museveni's recent call for accountable, results-oriented and transformative leadership seriously, before assuring the nation that the fight against corruption will be won.
"The fight against corruption and non-performance is not the Executive's fight alone; it is Parliament's fight as well. Together, as a nation, we will win it," Oboth said.
While delivering the state of the Nation address last week, President Museveni said for the wealth creators of Uganda, most of the factors are in place hence the emphasis on 'kisanja no more sleep; no more kukongola' (no leaning against your hoe while others are working); no more Kugumaaza (diverting People’s attention); no more corruption; and no more politeness to the non –performers who want leadership for ego and personal interests.
“The NRM (National Resistance Movement) has identified all the requirements for building a prosperous Uganda. The NRM has also provided for the means for individuals, families or companies that want to be part of the socio- economic transformation story. As I have said before, our mission has been to ensure that the individuals, families or the companies that listen to our message are assisted to be wealth and job creators,” the President said in his 29-page speech.
Oboth noted that the relationship between Parliament and the other arms of government would be complementary and people-centred, with legislators prioritising budget oversight and expenditure tracking.
He urged political parties and independent MPs to quickly submit names of members to parliamentary committees to facilitate their timely operationalisation and enable effective oversight of government programmes.
Oboth said Parliament would empower its committees to closely monitor implementation of government projects, particularly the high-impact programmes under the Fourth National Development Plan (NDP IV), which are expected to drive Uganda's long-term growth agenda.
The Speaker also pledged stronger scrutiny of government wealth-creation initiatives, including the Parish Development Model, the Uganda Women Entrepreneurship Programme, and Emyooga, to ensure they achieve their intended objective of lifting more Ugandans from subsistence production into the money economy.
“The 12th Parliament is firmly aligned to the Government's objective of moving the approximately 38% of our population from subsistence to the formal money economy. The legislature looks forward to a productive financial year 2026-2027 in line with our national development aspiration through effective oversight, accountability and service delivery,” he said.
