Parliament has paid tribute to deceased Internal Security Organisation director general, Brig. Gen. Charles Oluka, describing him as a man who served his country with dignity.
Oluka passed on January 29, 2025, after collapsing and being rushed to Sseguku Hospital on Entebbe Road in Wakiso district.
News of Oluka's death was announced by special presidential assistant in charge of press and mobilisation, also deputy spokesperson last evening in a post on social media platform X, formerly Twitter: News coming in of the sudden death of the Director General, Internal Security Organisation (ISO), Brig. Gen. Charles Oluka. He died at Seguku hospital where he was rushed this evening. Details to follow...May his soul rest in eternal peace! FK."
Deputy Speaker, Thomas Tayebwa, led Parliament in paying tribute to Oluka saying that during his tenure, he worked hard to improve the image of the security organisation, which came under public scrutiny in the past for running safe houses where some abducted and illegally detained Ugandans were tortured.
“He is a gentleman who has served this country diligently. A lot of good things had started happening in his life; he wedded last year; he had just gotten a promotion. Life was getting exciting for him. And I think he had brought the image of the Internal Security Organisation, it is no longer the old ISO where we would be having issues day in, day out. I think the image of ISO under him had improved greatly,” Tayebwa said on January 30, 2025.
Tayebwa told the House that he had spoken to the deputy ISO, Col Emmanuel Katabazi, and said they were all in shock about what had happened to Oluka.
“As Parliament we are waiting for the burial and arrangements. We shall be letting you know of what is happening,” he said.
