The Buganda Road Chief Magistrates’ Court has released on bail National Unity Platform’s (NUP’s) Noah Mitala, commonly known as Noah Mutwe, on a cash bail of sh5m.

On July 23, Chief Magistrate Ronald Kayizzi released Mitala after finding his sureties substantial. The sureties were directed to execute a non-cash bond of sh5m.

He presented sureties, including Emmanuel Serunjogi, Mayor for Kawempe Division; Florence Kiwanuka, the spokesperson for Mutuba Four in Lubaga Division; and his father, Henry Kabuubi.

In his ruling, the magistrate informed the court that the accused had been in detention for 60 days, and even if he had not presented sureties, the court would have released him without any stringent conditions because the prosecution has failed to update the court on the status of their investigations.

“The prosecution has not yet informed the court about the progress of the investigations, and Mitala had already spent the legally required 60 days on remand since his arrest,” Kayizzi noted.

He was granted bail on the condition that he does not leave the country until the case is fully heard.

Mitala is battling charges of hate speech and incitement together with the former Criminal Investigations Directorate spokesperson Charles Twiine. The accused have since denied the charges.

Allegations

It is alleged that the duo, using smart devices, incited violence and circulated messages using WhatsApp, encouraging attacks and the killing of President Yoweri Museveni.

In another charge, it is alleged that Twiine sent messages to Noah Mutwe directing him to assassinate the Chief of Defence Forces of the Uganda People's Defence Force (UPDF), Gen. Muhoozi Kainerugaba.

It is also purported that the duo made defamatory statements about the Speaker of Parliament, Anita Annet Among, calling her corrupt and accusing her of killings in Bukedea district.

According to the prosecution, the messages also included insults and degrading language directed at Gen. Kainerugaba, Deputy Speaker Thomas Tayebwa, and Maj. Gen. James Birungi.

The offences were allegedly committed between January 2024 and May 2025 in different parts of Kampala, using the internet and smart devices.

The case has been adjourned to August 25, 2025, for mention.
