New LDC director Tibihikirra-Kalyegira brings 'wealth of experience'

Dr (PhD) Pamela Tibihikirra-Kalyegira has been named Law Development Centre (LDC) director.

In a statement released on Tuesday, May 7, 2024, LDC Management Committee chairperson Justice Paul Kahaibale Mugamba expressed confidence in Pamela for the role she has assumed. 

"Dr Tibihikirra-Kalyegira's proven leadership and transformative approach will undoubtedly lead the Law Development Centre to greater success in legal education," he said.

"She brings to LDC a wealth of experience in legal education, training and administration of justice. She served in various capacities for example; dean Faculty of Law at Uganda Christian University, director Quality Assurance and Accreditation at the National Council for Higher Education and most recently, chairperson Uganda Law Reform Commission," Mugambe said, in the statement. 

The development follows the departure of Frank Nigel Othembi on April 30, 2024.

Who is Tibihikirra-Kalyegira?

Enrolled as an advocate of the high court in 1999, Dr Tibihikirra-Kalyegira holds a Bachelor of Laws (Hons) from Makerere University, a diploma in legal practice from the LDC, and a master of laws in public international law (Merit) from the London School of Economics.

She also holds a Doctorate in Juridical Science (SJD) from Indiana University's Maurer School of Law

Dr. Tibihikirra has been at management level at LDC before where she was a member from 2010 to 2016.

She has won a number of awards including Best Female Academician Lawyer, Women in Law, Uganda Law Society 2016.

LDC is a statutory body established in 1970 under an Act of Parliament to provide legal education to lawyers and non-lawyers.

LDC's mandate

According to the LDC Act, LDC is mandated to among others:

  • Organise and conduct courses of instruction for the acquisition of legal knowledge, professional skill and experience by persons intending to practice as attorneys in subjects which shall have been determined by the Law Council under the provisions of any law in force.
  • Organise and conduct courses for magistrates and for persons provisionally selected for appointment as such.
  • Organise and conduct training courses for officers of the Government and members of the Armed Forces of Uganda to promote a better understanding of the law.
  • Organise and conduct courses for officers and personnel of courts to improve their efficiency.
  • Assist any commissioner who may be appointed in the preparation and publication of a revised edition of the Laws of Uganda.
  • Assist in the preparation of reprints of Acts of Parliament following any law for the time being in force.
