KAMPALA - The Commissioner General of the Uganda Prisons Service (UPS), Dr Johnson Byabashaija, has promoted 4,996 junior officers following approval by the 36th Prisons Council.
In a press statement released on Wednesday (May 29), UPS spokesperson Frank Baine Mayanja said that the promotions include officers from different ranks in the service.
A total of 139 officers have been elevated to Principal Officer I, while 196 have risen to Principal Officer II.
A total of 201 officers have been promoted to Chief Warder/Wardress I, 204 to Chief Warder/Wardress II, and 432 to Chief Warder/Wardress III.
At the lower ranks, 1,512 officers have been elevated to Sergeant Warder/Wardress, 633 to Corporal Warder/Wardress, and 1,679 to Lance Corporal Warder/Wardress.
Byabashaija commended the junior officers for their dedication, discipline and commitment, noting that their efforts had been recognised through the promotions.
He encouraged the officers to uphold professionalism and continue striving for excellence in the execution of their duties.
Prisons spokesperson Baine said the promotions were based on available vacancies in accordance with the Prisons structure.
“The officers who were not promoted in this cycle will be considered in the next round,” he said.
The latest promotions follow earlier appointments, transfers and redeployments within UPS.
On February 12, 2026, Jackson Musinguzi, formerly a Prison Officer I attached to Kyakasengura in Kibaale district, was promoted to Assistant Superintendent of Prisons. Wardress Fatih Nyaketch was also promoted to Lance Corporal.
Earlier, in January 2025, the service confirmed 198 Cadet Assistant Superintendents of Prisons to the rank of Assistant Superintendent of Prisons (ASPs), alongside several officer transfers.
UPS is responsible for the safe custody of prisoners in Uganda, as well as their welfare, reformation and rehabilitation.
The institution is also tasked with protecting, promoting and fulfilling the rights of those incarcerated.
