The non-individual register (NIR), which is Uganda’s electronic repository and source of verified data on all entities, is expected to provide a shared digital infrastructure for all ministries, departments, and agencies (MDAs) across government, New Vision Online has learnt.
Addressing regional stakeholders during an engagement meeting on May 19, 2026, at Dreamland Hotel in Arua district, Uganda Registration Services Bureau (URSB) senior registration officer (SRO) Marion Tugumisirize said the register is designed to support and strengthen entity authentication and verification.
“The objective of this reform is to harmonise registration data for all non-individual entities through the consolidation of common user data on all legal entities and provide easy access,” she said.
In 2025, the Government, through the finance ministry, amended the Tax Procedures Code Act to provide for the issuance of an Entity Registration Number by URSB after admission onto the NIR.

URSB deputy registrar general Alex Anganya said the establishment of the NIR marks a significant step forward in streamlining how entities are identified, regulated, and supported in Uganda, according to a statement issued by URSB on the same day.
Anganya said NIR creates a unified system that enhances coordination, improves compliance, simplifies access to services, and supports government planning and policy implementation.
“Formalisation is at the heart of this initiative. When entities are formally registered and identifiable, they gain access to opportunities such as financing, government services, contracts, and markets. Formalisation builds credibility, enhances trust, and enables businesses and organisations to grow sustainably,” he said.

Arua Resident District Commissioner (RDC) Gore Goffin expressed the Government’s commitment to the successful operationalisation of the Non-Individual Register.
RDC Goffin called for collective responsibility among all stakeholders in ensuring the realisation of the intended objectives of the Non-Individual Register.
“With URSB’s continued efforts to improve accessibility and efficiency in registration services, I am confident that this initiative will achieve its intended objectives,” RDC Goffin said.
