Uganda’s lands minister, Judith Nabakooba, has officially assumed the chairmanship of the African Union (AU) specialised technical committee on public service, local governments, urban development and decentralisation.

The committee No. 8 is mandated to ensure effective governance, public service delivery, and sustainable urban development across member states.

It serves as a vital platform for member states to collaborate on enhancing public service delivery, advancing local governance, and promoting sustainable urban development.

Nabakooba took to social media platform X on April 12, 2025, to announce the news of assuming the chairmanship, three months after her election during the 5th Ordinary Session of the committee in Tunis, Tunisia.

“During my term, I will be working hard to advance sustainable urbanization, enhancing public service delivery, and promoting effective local governance across Africa,” she said.

The handover ceremony took place in Tunis on April 11, marking what her ministry termed a significant milestone for Uganda’s leadership in continental urban development initiatives.

She said her leadership will focus on implementing the African Urban Agenda, aligning with the AU’s Agenda 2063, and preparing for the upcoming Africa Urban Forum in 2026.

Nabakooba, who will hold the seat for two years, took over from Habib Abid, Tunisia’s minister for environment.

She thanked President Yoweri Museveni for his guidance on the AU Agenda 2063, which is the continent’s strategic framework for transforming Africa from 2013 to 2063.

The lands ministry said Nabakooba’s new role highlights the country’s dedication to fostering collaborative solutions for urban challenges and reflects the Government’s influence in shaping Africa’s urban future.

The committee is expected to make informed contributions to facilitate the mission of the AU Executive Council, which coordinates and takes decisions on policies in areas of common interest to member states.
