Museveni issues new executive order to evict Balaalo from Acholi

President Yoweri Museveni has issued another Executive Order to evict Balaalo herdsmen from Acholi land.

The new order dubbed Executive Order No 2 of June 2025 followed the expiry of a two-week ultimatum issued by the state minister for Northern Uganda, Dr Kenneth Omona on May 23, 2025.

On Wednesday (June 18th) the 4th Division Commander, Maj. Gen. Felix Busizoori read the new order indicating that the herdsmen shall be evicted from Acholi land in three phases and the whole process is expected to take 65 days.

Busizoori said the implementation of the first phase of the new order kicked off on Wednesday with the dialogue engaging the herdsmen to leave voluntarily.

Phase two of the implementation is deliberate eviction which shall come into force on June 25, 2025.

The exercise will be spearheaded by security forces and other selected government agencies like National Forest Authority, Uganda Wildlife Authority, Ministry of Internal Affairs and Ministry of Agriculture that shall be represented by district veterinary officers.

Busizoori stressed that the exit point for the Balaalo herdsmen is strictly through Karuma Bridge.

The third phase shall be auditing the claims of those who say they bought the land legitimately, fenced their farms, and have permanent water sources for their animals.

At the meeting, Philip Acaye, the Commandant of Agriculture Police, who represented the Inspector General of Police (IGP), called for calm and cooperation from both the community and herdsmen for the success of the implementation of the order.
