KAMPALA - The Administrator General (AG) has issued a detailed, well-investigated report exposing a fraudulent ploy by a family to take over Mulago National Referral Hospital’s land using forged documents.

In a report dated May 23, 2021, the Administrator General, Charles Kasibayo, explains that the claim by the grandchildren of Sefasi Kiwanuka that they own land comprised in Block 29 Plot 846 at Mulago where staff quarters and some key buildings are allocated, is a pure fraud. 

The land in question is estimated at sh30b.

According to the Administrator General, the claim of ownership by the grandchildren of Kiwanuka started in 2016. The grandchildren claim that the late Kiwanuka had a residue of 1.566 hectares on Block 29 Plot 846.

However, according to the AG, the claim was investigated by the office of the Administrator General and the office of the Attorney General and was found to be based on forged documents and falsehoods.

The AG noted that Mulago Hospital was built around 1913.  Kiwanuka died in 1937. Up to the time of his death, Kiwanuka never laid claim to the land.

Furthermore, even Sefasi Kiwanuka’s direct lineal descendants now dead, did not make a claim on land at Mulago. It is the grand children now making the claim.

Government’s land, under hospitals, schools and other public facilities, has increasingly come under threat from people using forged documents.

There was, for instance another family that was claiming ownership of the Old Taxi Park. Sadly, some of the land frauds are masterminded by senior government officials or the rich who corruptly compromise the ministry of lands officials.

It is not enough to expose the persons fraudulently trying to acquire government land. The family members who have been seeking to acquire the land belonging to Mulago hospital should be prosecuted for forgery, among other criminal offences.

Equally, the Government should firmly deal with people who use fraudulent means to take over land belonging to public facilities.

The implementation of the recommendations of the Justice Bamugemereire commission should be a top priority of the new Cabinet as President Yoweri Museveni promised recently.
