Mityana physical planner charged over receiving sh2m bribe

Lusaalu was on May 21, 2024, charged with corruptly soliciting and corruptly receiving gratification under section (26)(1) of the Anti-Corruption Act as amended.

A person convicted of soliciting gratification is liable to a jail term not exceeding ten years or a fine not exceeding shillings 4.8 million or both.

KAMPALA - A senior physical planner in Mityana district has been charged with soliciting and receiving shillings 2 million to approve a building plan for a dormitory.

Tadeo Mukalazi Lusaalu was charged at the Nakasero-based Anti-Corruption Court in Kampala before Senior Principal Grade One Magistrate Abert Asiimwe with two counts of soliciting and receiving Elizabeth Seyuuni.

Lusaalu was on May 21, 2024, charged with corruptly soliciting and corruptly receiving gratification under section (26)(1) of the Anti-Corruption Act as amended.

Prosecution led by William Moses Ntumwa and Diana Nantabazi from the Inspectorate of Government (IGG), alleged that Lusaalu between October and December 2023 in the performance of duties as a senior physical planner and secretary of the urban physical planning committee of Mityana Municipal Council in Mityana Municipality directly solicited shillings 2 million from Seyuuni to facilitate the approval of 100% Hope Uganda’s building plans for the constriction girls’ dormitory.

In the second count prosecution said after Lusaalu allegedly solicited, he received the money from Doreen Nalumansi for facilitating the approval of 100% Hope Uganda's plans for the construction of the girls’ dormitory.

He denied the charges and was granted a cash bail of shillings 1 million. His three sureties were asked to execute a non-cash bond of shillings 5 million.

What the law says

A person convicted of soliciting gratification is liable to a jail term not exceeding ten years or a fine not exceeding shillings 4.8 million or both.

Additionally, a person convicted under this Act is barred from holding public office for a period of 10 years.
