Members of Parliament assess road works in Kira municipality

Members of Parliament on the Presidential Affairs Committee have commended the progress of road construction works in Kira Municipality.


While inspecting the ongoing works, legislators touring different sites on January 30, commended the quality of work but emphasised the need for consistent equipment maintenance to curb potential fatalities, states a report from Parliament.

The committee is chaired by Byarugaba Alex Bakunda (Isingiro County South) and deputised by Hon. Natumanya Flora (DWR, Kikuube).

Relatedly, during an inspection tour last month, Kampala Capital City Authority (KCCA) Executive Director, Hajjat Sharifah Buzeki, reminded contractors that the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP), co-financed by the Government of Uganda and the World Bank, is designed to turn Kampala’s tired roads into modern, well-lit, flood-free roads.

The KMA-UDP, managed by the Ministry of Kampala Capital City and Metropolitan Affairs, is upgrading key roads in Kira Municipality (Batch 1B) to improve connectivity.

Major projects include the 2.3km Kireka-Kamuli-Naalya road, 1.2km Kikonko-Namanve road, and 6.6km Bweyogerere-Buto road.

As of early 2026, major GKMA-UDP road projects in Kira and Mukono are 80-90% complete. The overall GKMA-UDP aims for 74.5 km in its first phase across the metropolitan area.

The project focuses on building, upgrading, and improving drainage on urban roads to increase mobility in the Kampala metropolitan region. 

Last month, the Parliament committee on Physical Infrastructure, while reviewing the Budget Framework Paper for the 2026/27 financial year, asked the government to fast-track works on the stalled road projects, including the Kira–Kasangati Road.

Bugabula County South Member of Parliament, Henry Kibalya, who chaired the meeting, observed that it is unwise for the government to construct new roads while the existing roads are dilapidated.

Lawmakers during the meeting on February 21, also warned that delays in maintenance works will escalate costs in the long run.
