The State House Anti-Corruption Unit (SHACU), in collaboration with Kyenjojo Police, on Thursday, October 23, 2025, presented Mugisha Vincent before the Kyenjojo Chief Magistrate’s Court on charges of obtaining money by false pretences and cheating.
According to the charge sheet, between March and September 2025, in Kyenjojo district and Kampala city, Mugisha allegedly defrauded Sylvia Kababiito of sh11m by falsely claiming that he was selling her cattle when he was not.
In a statement, SHACU said Mugisha, who has long been the subject of numerous land disputes in the region, with various cases reported at Kyenjojo Police Station regarding his involvement in land grabbing in areas of Ganyinayo village, Kihuura subcounty, Kyenjojo district, was arrested in connection with a case of fraud.
“Mugisha, with the assistance of some people in authority, orchestrates criminal cases and coaches witnesses to pin victims of his land grabbing, who eventually end up being arrested and charged in court, with some on murder charges,” the statement said.
The statement also noted that the Justice Catherine Bamugemereire Commission of Inquiry into Land Matters had previously investigated Mugisha’s land-grabbing allegations following a complaint by the late Polycap Kanyankole, who lost 200 acres of land to Mugisha.
The commission’s investigations found elements of document forgery in the transfer of ownership of Mwenge Block 149 Plot 5 from Kanyankole to Mugisha Vincent and directed the Regional CID Officer in Fort Portal to take up the matter. This was done under Kyenjojo CRB 242/2018.
“The Principal Assistant Director of Public Prosecution (DPP) then perused the police file CRB 242/2018 and advised that Mugisha should be charged with forgery of documents, intermeddling with the estate of the deceased and other cases. However, this did not happen,” SHACU stated.
The statement also noted that the Commission of Inquiry into Land Matters, in a letter dated August 23, 2018, directed the resident district commissioner (RDC) and the police to ensure that Mugisha ceases all activities on the land, but this was defied.
