The Makindye Chief Magistrates’ Court has charged and remanded a 56-year-old Malaysian to Luzira Prison for allegedly obtaining $150,000 (about shillings 532 million) by false pretence.

On February 3, 2026, businessman Kon Kin Kheong appeared before Makindye Grade One Magistrate Robert Magara on charges of obtaining money by false pretence, contrary to Section 285 of the Penal Code Act, Cap 128, and dealing in minerals without a mineral dealer’s licence, contrary to Section 252(1)(a), (b) and (3)(1) of the Mining and Minerals Act, 2022.

He, however, pleaded not guilty to the charges.

State Attorney Caroline Opia informed the court that investigations are still ongoing and requested an adjournment of the case for mention.

The magistrate informed the accused person of his right to apply for bail. However, the accused, who neither had a lawyer nor relatives present in court, was remanded to Luzira Prison until February 17, 2026, for mention.

In court, the complainants were represented by Mwema and Company Advocates and Solicitors senior partner Robert Friday Kagoro.

It is alleged that the accused person and others still at large on January 5, 2026, at Munyonyo in Makindye Division in Kampala district, obtained money amounting to $150,000 from Huang Tongyi by falsely pretending that they had sold him 50 Kilogrammes of gold pending export to Dubai, whereas not.

Prosecution further alleges that Kheong and others, still at large on January 5, 2026, in areas of Makindye division in Kampala district, were found in possession of several gold-dealing-related documents, yet they allegedly do not have a mineral dealer's licence as required under the Mining and Minerals Act 2022.
