Kiggundu asks surveyors body to punish Wakiso official over alleged conflict of interest

Businessman Hamis Kiggundu of Kiham Enterprise has dragged Wakiso District surveyor Bashir Juma Kizito to the Surveyors Registration Board (SRB) and the Institute of Surveyors of Uganda (ISU) over an alleged conflict of interest.

Kiggundu wants the SRB and the surveyors' institute to take disciplinary action against Kizito over the ownership of a 140-acre piece of land at Kigo, Wakiso District, which is being disputed by the Buganda Land Board (BLB) and himself.

In the September 1 complaint, Kiggundu asserts that Kizito, in May, during a public hearing introduced himself as a district staff surveyor (a senior government position), a representative of Buganda Land Board, and a lawful attorney of the Kabaka (King) of Buganda.

“To our greatest shock and disbelief, we discovered that Kizito also authored a survey report which the Kabaka of Buganda is relying on in a complaint to cancel our freehold titles,” reads part of Kiggundu’s petition.

The complaint stems from the ownership of a 140-acre piece of land at Kigo, Wakiso District, which is being disputed by the Buganda Land Board (BLB) and the businessman.

Kiham tittles are on public land with freehold tittles while kabaka's land is mailo land with thus different tenures.

Kiggundu further stated that Kizito is on top of the cancellation game of their freehold certificates of title for their land situated in Kigo.

“This gross conflict of interest and the reprimandable by laws of public service, but also incomparable professional misconduct, the very reason we are presenting him before ISU and SRB,” Kiggundu further stated in his petition.

Institution of Surveyors respond

Responding to Kiggundu’s complaint, the Institution of Surveyors of Uganda president, Dr Nathan Kibwami, acknowledged receipt of the latter’s petition and thanked him for taking lawful means and reaching out to them.

“This case has been considered by ISU disciplinary committee and decided that it is forwarded to SRB for action as it involves a complaint concerning disciplinary action against a registered surveyor,” Kibwani stated.
