Kamuli chief administrative officer (CAO) Nasser Mukiibi has been charged with abuse of office in connection with causing a loss of shillings 600 million to the Government.
Mukiibi, 49, was charged on Monday, January 19, 2026, together with Kamuli chief finance officer Alex Kifuuse, 53, at the Kampala city Nakasero-based Anti-Corruption Court and thereafter remanded to Luzira Prison till Tuesday, 20, 2026.
The accused face two counts of abuse of office and causing financial loss, contrary to sections 10 and 19 of the Anti-Corruption Act.
The offence of causing financial loss attracts a maximum sentence of 14 years imprisonment on conviction, while the abuse of office elicits a seven-year jail term.

The accused appeared before Grade One Magistrate Esther Asiimwe and denied the charges.
State Attorney Naam Tapista informed the court that investigations into the matter are still ongoing.
Allegations
Prosecution alleges that Mukiibi, Kifuuse and another still at large between May and June 2025 being employed by Kamuli district local government as CAO and CFO, respectively in abuse of authority of their respective offices, did an arbitrary act prejudicial to the interest of their employer when they processed and approved the payment of shillings 403 million to Raven Knights Ltd for a purported supply of materials for the construction of Nawanyago-Kisozi Road, without following procurement procedure.
It is alleged that the duo and another still at large between May and June 2025, being employed as CAO and CFO, respectively by Kamuli district local government in buse of authority of their respective offices, did an arbitrary act prejudicial to the interest of their employer when they processed and approved a payment of shillings 29 million to district engineer Daniel Mufumba for a purported provision of full set of signs for diversion and traffic controls, establishment of camp sites, maintenance and mobilisation of equipment and allowances for the construction of Nawanyago-Kisozi Road, without following the procurement procedure.
According to the charge sheet, Mukiibi, Kifuuse and another still at large in FY 2024/2025 at Kamuli district headquarters being employed by Kamuli district local government as CAO and CFO, respectively, irregularly processed and approved a payment of shillings 600m to Raven Knights Ltd, Total Uganda Ltd and Mufumba for supplies of rehabilitation works on Nawanyago-Kisozi Road, an activity that had not been done knowing or having reason to believe that the payment will cause financial loss to government.
