Judiciary devises strategies to improve case management

The Judiciary’s Case Management Committee, on July 3, 2025, convened a meeting at the Supreme Court Conference Hall in Kampala to assess progress and outline strategies for improving case management across the country.

The meeting, chaired by Deputy Chief Justice Dr Flavian Zeija, was attended by judicial officers and key stakeholders.

Zeija highlighted the committee’s milestones since its inception. He recalled the inaugural meeting held on May 21, 2024, where the Committee’s mandate was extensively discussed and a work plan established.

The work plan, formally adopted during the second meeting in August 2024, has since guided the committee’s activities.

Several sub-committees were set up under the committee to spearhead different thematic areas, including the technical, alternative dispute resolution/alternative justice systems (ADR/AJS), bar-bench, division court users, circuits co-ordination, and district co-ordination sub-committees.

Among its major achievements, the committee successfully conducted a National Court Case Census in collaboration with the Uganda Bureau of Statistics (UBOS).

The exercise aimed at accurately establishing the Judiciary’s caseload to inform data-driven case management solutions.

Zeija noted that UBOS played a critical role in data collection and analysis, significantly enhancing the Judiciary’s ability to identify and address challenges cited in the National Court Case Census and Case Backlog Strategy Reports.

These reports, according to Zeija, are set to be presented and discussed in detail to forge the way forward.

As part of the day’s program, the Chief Registrar, who serves as Secretary to the Committee, was invited to present the reports to the members.

The meeting also featured detailed presentations on both reports, followed by robust discussions aimed at refining strategies and identifying practical next steps.
