Isingiro tops local government rankings as overall performance improves

KAMPALA - Government has released new local government performance results, with Isingiro District emerging as the best overall performer in service delivery across the country last year.

The latest assessment shows Isingiro scored 98.37 per cent, up from 94.72 per cent in 2024 when it ranked second, overtaking Kiruhura District, which has now dropped to second place.

The rankings were released by the Office of the Prime Minister (OPM) during the National Performance Review Conference (NPRC) held at Speke Resort Munyonyo in Kampala on Thursday.

The three-day conference has drawn government officials, development partners, civil society, academia and private sector players to assess Uganda’s development progress.

The findings are contained in the Local Government Management of Service Delivery (LGMSD) report, which reviewed performance for the 2024/25 financial year and part of 2025/26. 

The assessment examined how local governments are delivering services in key sectors, including education, health, water and sanitation, small-scale irrigation and production.

Mixed performance

Several local governments registered significant improvements. Njeru Municipality posted one of the sharpest gains, rising from 38.25 per cent in 2024 to 93.75 per cent, while Mukono Municipality improved from 45.50 per cent to 91.75 per cent.

However, performance remained uneven across the country. Tororo Municipal Council ranked last with 33.74 per cent, followed by Bukwo District (35.32 per cent), Kotido Municipal Council (37.06 per cent), Kween District (39.32 per cent) and Bulambuli District (40.22 per cent).

Other low performers included Bugiri, Buyende, Kapchorwa, Agago and Kaliro districts.

Agago District recorded the steepest decline, dropping from 66.22 per cent in 2024 to 45.89 per cent in the latest results, while Tororo Municipal Council and Kaliro District remained among the weakest performers.

The assessment covered 176 local governments — including 135 districts, 10 cities and 31 municipalities — and also evaluated their capacity to respond to climate change.

Presenting the findings, Minister for General Duties in the Office of the Prime Minister, Justine Kasule Lumumba, said overall performance improved from 60.15 per cent in 2024 to 67.23 per cent in 2025, signalling gradual progress in service delivery.
