“Of the 1,492 staff absorbed by government entities, a total of 1,389 staff absorbed by seven rationalised entities were paid sh46.8b as terminal benefits. The payments raise concerns about adherence to legal advice and financial prudence during a reform programme designed primarily to reduce public expenditure,” Akol said.
In his 2025 report to Parliament, the AG, Edward Akol, said the payouts were made contrary to clear legal guidance by the Attorney General and the Ministry of Public Service, which guided that where an employee was re-deployed into government service, there would be no compensation, as this was considered continuity of service.
