Govt allows Chapter Four to resume operations

Government has finally cleared local nongovernmental organisation Chapter Four Uganda to resume operations.

The NGO started operation after receiving a permit of operations from the National Bureau for nongovernmental organisations on  June 8.

“We are delighted to officially announce to our clients, partners and the people of Uganda that the office is now open. We have resumed operations and all staff have returned to work,” the NGO said in a statement on Thursday.

The reopening comes after a nearly nine months suspension. Following the suspension, the NGO sued the NGO bureau, and subsequently won the case.

“We renew our commitment to defend legal rights and reclaim respect for civic spaces and freedoms in Uganda,” the NGO’s board chair said, adding: “We thank all partners and stakeholders for their kind support and solidarity during the suspension period and throughout the five months court process.”

The NGO said it would resume its 'vital work of promoting human rights and protecting victims of violations and abuse in Uganda'.

“We remain deeply concerned about the increasingly hostile and unsafe environment for civil society organizations and human rights defenders,” the NGO said.

“As a principled defender of rights, we will continue our work to pursue compliance with human rights law as guaranteed under the Constitution of Uganda and the applicable international and regional human rights.”
